Dennis reported tlut the City had received two responses from historians conceming the FY94 CLG gant, one of which had been a refusal. Susan Stacy was the other applicant who had applied to do the survey. Elaine kppert offered a Motion to appoint Susan as the consultant based on her education and experience as a planner and historian as well as her pas perfomrance with the City. Carol Burbank seconded the Motion which passed unanimously. The next item on the agenda was the report on town meetings. Bill Gigray said that he had met with the Committee responsible for downtown revitalizatircn, which will be lnown as the Townsite Corunittee. Membership tentatively is Vivian and Dave McKay, John Pilote, Carlos Ferreira, Terry Jellison, and possible Gary Morgan. Vivian said they hoped to add one or two other people. Bill that they had agreed to meet \rrith the Historic Preservation Commission at its meeting of March 24. Dennis asked if Staff should prepare anything for this meeting. The Commission felt there should be a short overview of what the town hall meetings produced and the curent status. It was also suggested that we fumish at least a summary of presentatiors from the town meetings for the 24th. Vivian emphasize<l that the committee needs to loow we are there to be of assistance if it is requhed or requested. Elaine C-arpenter said that if we do not approach the hiSoric aspect there is no point in the meeting and since it ls the Commissiods meeting, the Commission slrould be prirnarily responsible for preparing an agenda. HISTORIC PRESERVATION COMMISSION Milulos ?24P4 - P.l I The February 24, 1994 meeting of the Historic heservation Commission was called to order in the City Council Conference Room at 7:00 p.m. o Dennis said t}at there is tremendous interest in hiSoric projects nationwide. The 1993 walking tour brochure had been very well received both locally and statewide. Vivian commented that there seems to be a lot of interest in bringing business downtown and recruiting into the community. Tom asked Dennis what the status was on the downtown park Dennis stated that it is progressing slowly, prirnarily because of the weather. After further discussion it was agreed to start with a brief history of what the Historic heservation Commission has accomplished. There should be a basic introduction document, purpose of the meetings. The Commission should express the support of what the standing committee is doing. Elaine Carpenter felt we should give a quick run down on what the Commission is all about. Tom Ensley said that he served on the Planning and Zoning Commission with John Pilote for rnany years, and he seemed dedicated to good and progressive plaruring. We want to include their input in our final report to C-ouncil. The C-ommission needs to identify what help can we provide them through the State Historic Preservation OfEce and refer them to expert people to contact. Elaine Carpenter said we can help apply for grants. We can give them infomlation on their buildings and perhaps do a walking tour of the downtown. It will identify key buildings downtown. The C-ommission can help provide documents like that which will help identify the historic significance and marks it as a people place to help atract people. The next item oll the agenda was the discussion of potential projects to use with the budgeted furds. The first item suggested was the Caldwell Depot which has been deeded back to the City by Caldwell Economic Development Project. There was also discussion over lighting and landscaping the parking lots in the back of the depot. There is an ability to use the budgeted money to apply for a grant and use as a match to generate more money. Tom agreed to contact a colleague who is an electric engineer and research the potentiality of Iighting the Depot. Dennis showed the location of the downtown parking lots from the lOth Avenue overpass and the significance of them in attracting people. There was also discussion about a historic marker for the Depot. It was felt that lighting and landscaping the parking areas would set a o HISTORIC PRESERVATION COMMISSION Mt rtes 2lUl94 - P.2 The downtown area has to have a Plan regardless of the hisoric as?ect, which everybdy has to buy into to be successful in order to deal with tansportation, desigr, infrastructure, improvements, etc, which links that area togetlrcr as a cohesive unit. If there is already a historic element prcsent that is one aspect that should be given some consideration. Tom Ensley agreed, saying that without a plan it is impossible to obtain grants. t o o gmd example which people would follow. The deadline for submitting a $ant application to the Idaho Department of l:nds is March 18, 1994. Elaine trppert offered a motion to direct staff to put togetler a conceptual grant application to present to City Council. Carol Burbank seconded the motion which passed unanimously.
