Need to draft report on grant and submit to State for closure 4. COMMUNITYENIIANCEMENTPROJECT: a Tom Ensley and Roy Payne are working with Jean Carr-Jellison of the Townsite Corrunittee to obtain the lighting fixtures for the Depot. A report will be submitted by Steve Maughan. Action will be required to approve this purchase. tr"Y96 GRANT - Begin selection process for 1996 Grant Project - Report to be submitted by Steve Maughan. MII{UTES Meeting of September 14, 1995 Chairman: Steve Maughaq Carol Burbanh Dean Finc[ Bill Ggray III, Elaine Leppert, Elaine Carpenter; Nancy Huff, Liz Yeary; Tom Ensley, Roy Payne The September 14, meeting of the Historic Preservation Commission was called to order in the Caldwell City Library Idaho Room at 7:00 p.m. The Chairman introduced Nancy Huft planning and Zoning Director, to the Commission. The first item of business was approval of the Minutes of the June 8, 1995 meeting. Bill Ggray offered a Motion to approve the Minutes amended to show he was present. Carol Burbank seconded the Motion which passed unanimously. The next item involved a report on the nomination of the Caldwell UPRR Depot to the National Historic Register. Staff indicated that the UPRR had contacted both the City and the State Historic Office informing them that they would not support the nomination. The State office will contact the UPRR to further investigate. Staff advised that as part ofthe grant process, a final report should be submitted and that it should be under a public hearing format. Bill Gigray moved that the october 12 meeting would be a public hearing wherein a report on the total grant would be presented. Carol Burbank seconded the Motion which passed unanimously. The Commission discussed lighting the Depot. Currently, there is a line item for Community Enhancement of approximately $2,500 which would be appropriate for this project. Bill Ggray offered a Motion to expend an amount not to exceed $2,800 in the current financial year toward the Depot lighting project. Carol Burbank seconded the Motion which passed unanimously. The next item involved a grant project for 1996. Steve explained that in view of time limits, he had put together a proposal involving a continuance ofthe historic suwey ofproperties northwest ofthe College. He was recommending an area bounded by Everett Street, 2oth Avenue, Fillmore Street and l2th Avenue, with an offshoot to Idaho Avenue between Fillmore Street and Logan Street. When the project was fust discussed, Lincoln Elementary School had been mentioned and after some discussion it was agreed that both Lincoln and Washington Elementary Schools should be included as HISTORIC PRESERVATION COMMISSION Minutes - September 14, 1995 - P. The survey will include 20 residential sites, and intensive level surveys ofthe two school sites. The project will be submitted for city council approval on Monday, september 18, 1995. The deadid fo; submitting a final product is October l, 1995. Bill Gigray offered a Motion to approve the Grant project. carol Burbank seconded the Motion which passed unanimously. Elaine Carpenter reported on her contact with Caxton Printers concerning reprinting the Walking Tour brochure. The cost to reprint on the same kind of paper is $925.00 for 1,000 copies and $1,000 for 1,725 copies. on white paper the cost would be reduced somewhat. Bill Ggray suggested discussing reprinting with the School District and using the brochure as an educational tool. Steve Maughan commented on a video tape he had seen produced with a CLG grant which illustrated historic areas and was available as an educational tool. Bill Gigray reported on the Townsite committee's use of the Depot as its office which will help enhance interest in the building and ultimately in the area. He felt there needed to be discussion of whose responsibility scheduling of the Depot is, since the Townsite Commiuee is interested in having the Depot available for Exhibitions and Presentations. He stated that the City need to have overall control of the building and the obvious staf would be the Historic Preservation Commission which wouldbe staffed by Planning and Zoning. The caldwell Economic Development project were managing it but it would be probably more appropriate through City Hall. The Townsite Committee are interested in having a committee run the facility and were looking for people interested in serving on it. Bill asked staffto fax a copy of the draft Use Policy which had been investigated in 1994. Bill Ggray offered a Motion giving Bill Ggray permission to discuss with the Townsite Committee the prospect of development ofa committee to develop a policy and procedure for usage ofthe Depot with the prospect that it would come under the umbrella of the City and most likely of the Historic Preservation Commission because of the structural and insurance needs for doing that. Steve Maughan seconded the Motion which passed unanimously.
