MINTJTES Meeting of May I l, 1995 Carol Burbank, Tom Ensley, Dean Finc[ Elaine Leppert, Steve Maugharq Roy Payne, Elaine Carpenter; Consultant Madeline Buckendorf Dennis Crooks, -.t' rzYeary Bill Gigray III The May I l, meeting of the Historic Preservation Commission was called to order in the Caldwell City Library Idaho Room at 7:00 p.m. The fust item of business was approval ofthe Minutes of the April 13, 1995 meeting. Roy Payne offered a Motion to approve the Minutes as submitted. Carol Burbank seconded the Motion which passed unanimously. The next item involved a presentation by consultant, Madeline Buckendorf, on her draft nomination of the Caldwell UPRR Depot to the National Historic Register. Madeline explained that nominations to the Register can be simply in terms of architectural aspects or its location or design. In the case of the Caldwell Depot, it can be assessed both in terms ofarchitecture and its importance as a keystone to the City. She demonstrated how the architectural theme of sweeping eaves was carried to structures such as Sterry Hall, and the "Hat" at the Albertson College, and other bungalow type houses in the City, and the old City Hall building. An important aspect of the Depot construction is that it was part of the "City Beautiful" movement originating with the Chicago World Fair in 1893 and embraced by western towns to entice settlers. In carrying out her research Madeline said that she has had some contact with Weiser who researched their Depot as part ofa restoration project and she is continuing to obtain information from them and UPRR sources. The general consensus ofthe Commission was that this project is proceeding well and has been enthusiastically reviewed by the State Historic Preservation Office. Madeline will continue working and obtaining more information for her final draft. Elaine Leppert said that she had been in contact with the daughter of a man who claimed to have worked on building the Depot and may have some further information. A side note to the project is that Madeline got a great deal of information from Caldwell Public Library which has an extensive collection of railroad history, and also that many publications about Depots were published by Caxton Printers of Caldwell. Everyone agreed that it had been a good presentatiorL well received by its audience, particularly the valuable information provided during the walking tour. While some expressed disappointment in the numbers attendin& the Commission were advised that in comparison with other communities, this was a very good tumout. Staff reported that appreciation letters had been sent to sponsors. Elaine Leppert said she would like to see a follow-up workshop to maintain interest, perhaps at a different time of year. The Commission were advised that the Depot will be repainted the first weekend ofJune by a contingent from the National Guard. Staff will try and have reporters from the Press Tribune cover the story. The Guard are also publicizing the event. Discussion then centered on a $ant project for 1996. Steve reminded the Commission that a list of potential projects had been compiled in 1994 and we could look at that again. Some suggestions were a brochure describing National Register buildings, signage for historic sites, more survey work, possibly west ofTth Avenue, or houses in neighborhoods already surveyed, and a publication on architectural terms. Liz asked the Commission how we can obtain funding to get the walking tour brochure published since Caxton's are requesting a somewhat high price. Elaine offered to look at contacting them. We might also approach the Chamber of Commerce for funding or other institutions, It might also be included as part ofthe Community Enhancement project. With no further business, the meeting was adjourned at 8:30 p.m. with a note that the next meeting of the Commission will be on Thursday, June 8, 1995. Steve Maughan and Elaine Leppert indicated they will be absent from that meeting.
