THE HISTORIC PRESERVATION COMMISSION
Meeting of August 5, 1997

The llistoric Preservation Commission meets the first Tuesday of every month in the Idaho
Room of the library at 7:00 p,m.

The August 5th meeting of the Historic Preservation Commission was called to order at the Caldwell
City Library, in the Idaho Room, at 7:00 p.m.
The first item of business was the FY97 Grant Contract. Chairman Nye bdefly stated that the grant
had been completed. Arrowrock Group, lnc. surveyed 110 homes, but did not make it do Blaine.
The suvey forms have been typed. The Arrowrock Group has a slide presentation that they will
present at the October's meeting. Councilman Wells questioned how many copies of the survey
would be produced and ifthere were any color photographs. Chairman Nye stated that there could
be as many copies as needed and there are slides instead ofphotos. Commissioner Lepped stated
that in previous years. for the library files, they would take some of the slides and have them printed.
Commissioner Ensley questioned if there were duplicates or negatives that would be included with
the narratives. Commissioner Leppert stated that the Arrowrock Group did not included any.
Commissioner Ensley stated that having slides as prints would be a necessity, especially for the
library, so that anybody could have access to them and make them useful.
Councilman Wells questioned the status of the historic property compilation of the surveys.
Commissioner Leppefi stated that the project is behind schedule. Since she doesn't have any
volunteer help, it has been very difficult to get the copying done. The surveys are all one pagel it
will just take time to have each one photocopied. Commissioner Ensley questioned if some of the
Commissioner members and staff could take a file and commit some time to help get this done.
Commissioner Leppert stated that would be helpful in order to complete the project.

Since there has been no meeting for the previous month, there was no minutes to approve.

Councilman Wells suggested the Commission consider being a part of updating the Comprehensive
Plan. The Comprehensive Plan states that the historic district should be preserved. That meaning
could mean several different things to different people. There needs to be a broader definition and
understanding of what is a historic district. Commissioner Gigray questioned what the ground rules
are in an historic area. He further stated that with the stop lights at 21st Street an)'thing past 20th
Street is nonconducive to residential tiving. The language that is put in the Comprehensive Plan can
be tight or it can be loose and vague. Councilman Wells asked if it would be appropriate for the
Commission to take the lead in that area of the Comprehensive Plan and get copies mailed to
everyone, so when the revision is started the Commission will have collective thoughts on it and
have suggestions regarding the historic area. Commissioner Gigray stated that there are two parts
to the Comprehensive Plan that the Commission needs to think about. One would be the historic
area and the other would be some input and implementation on it. The Commission's actions should
be reported to the Planning and Zoning Commission to indicate that this Commission is going to
proceed with the review the Comprehensive Plan in anticipation of updating it, and specific
recommendations including implementation aspects of the historic components. A motion was
rnade by Commissioner Gigray to proceed with this project and have it continued to the September's
meeting. Passed by unanimous voice vote.
The next item of business *'as a report on the slatus of the Caldu'ell Depot lighting project.
Commissioner Ensley stated that he had nol spoken with the contractor in a while, but he was
assured the project would be done by the end ofAugust. Ann Marie Reyes stated that there needed
to be an update on that matter, because the budget year is coming to an end and the expense would
need to be paid before the end of September.
Discussion was held of the items for the next agenda
The date of the next meeting was set for Tuesday, October '7 , 1997 .
