Project Summary: Proposed Use: Building sizes: Building height: Separation: Occupancy classihcations Type of Construction: Required Fire Flow: Multi-family residential 13,580 SF - all units intercomected with breezeways Single story Below minimums in some cases Group R-2 Type V-B 3,250 GPM - adjusted to 1,500 GPM for fire sprinklers General Notes: On February 28,2003, the Applicants and project owners sought and received an expeditious CFD approval to bring several pre-fabricated duplex residential buildings from a location in Boise at Boise State University to a vacant lot near 514 W. Plymouth. At that time I informed Mr. Aggas, the requestor and orvner, that I needed more information and that he needed to submit plans, just like everyone else. He stated that his request was to "temporarily" store the buildings on the lot until he could submit plans. His plans were incomplete and I told him what additional information he needed to provide us before we could approve or deny his request. He said he needed our approval I Prt-r A /9 To: Plan Review for Plymouth Subdivision Apartment Buildings and Complex 421 Jo1" Court, Caldwell / Permit #31496 I ASAP because he had a very narrow window of opportunity in which to move the buildings from Boise to Caldwell. On March I l, 2003 a house moving permit was issued and approved by the CFD for Mr. Aggas to move the group ofduplexes onto the lot where they could be stored temporarily until plans were reviewed and approved for the whole project - with indications that additional duplex-like structures would also be brought onto the site or built there. No master or subdivision plan was ever provided, according to our records. In late June 2003 plans were submitted with a request for a "foundation only" permit to set buildings A, B and C on foundations (due to cost of storing them on the movers shoring). I have met with the Building Offrcial and the Project Owner (Mr. Jim Aggas) regarding the plan review. After reviewing the initial plans with Mr. Aggas it became apparent that he would need to present his project plans before a roundtable session of city staff for a comprehensive review by all departments. He agreed to do so. Around September of2003 the CFD received plans (permit #31496) to construct these apartments. Essentially, the plan review requirements for fire protection had already been stated on our previous "foundation only" plan review dated July I l, 2003. Please note that any deviation from the approved plans, changes in use or further building modifications requires further review and approvaI of the Fire Marshal. New conditions or requirements may be imposed as the result ofany changes. All conditions noted in this plan review pertain to this project, to and through its completion and intended use. Upon or nearing completion ofconstruction, a Final Inspection will be required. The CFD will approve and sign the certificate oloccupancy only upon full compliance, or mutually agreed upon mitigation, regarding any and all correction items. Itemized Conditions: Premises Identification - (IFC Sec.505) 1. This first group of apartments in the complex are being assigned a general address of: 421 Joy Court, This address shall be posted on the building in a central location in numerals at least 12" tall and which contrast distinctly with their background. 2. Each apartment will be assigned a different sub-address (apartment identifier). Sub- addresses shall consist ofa capital letter (A, B, C, etc.) and run in a sequential alphabetical order, from left to right. Apartment sub-addresses shall be posted on the door ofthe apartment or adjacent to it. For those apartments with rear or side entrances, not facing Joy Ct., additional directional address signage is required to guide persons to the appropriate apartment. o 7 oo 3. Sub-address numbers shall be a minimum of 4" tall and must contrast distinctly with their background. All apartment numbering shall be as identical in style and physical location as possible. Access - (IFC Sec. 503) I . Access roadways are adequate as shown on the plans submitted for the first phase of this project. A secondary means of ingress/egress shall be provided as a condition of further development (additional apartment units) to be built in this project unless mitigated by the continued use of automatic fire sprinklers. 2. All-weather roadways must be installed ASAP to allow safe access by emergency vehicles. 3. Due to unknown aspects of future development of this project, the street name ofJoy Court may need to be changed, ifa secondary access point out to Plymouth is created. Water Supply and Hydrants - (IFC Section 508 and Appendir C) 1. The minimum required fire flow requirement for this first group of apartments, at a collective size of 13, 580 SF of Type V-B construction, would be 3,250 GPM. 2. A credit of 50% reduction will be allowed toward the minimum required fire flow for installing automatic fire sprinklers in all areas o.f the buildinss per NFPA 13R standards withoul exceptions. The minimum required fire flow is therefore adjusted to 1,500 GPM. 3. Based on the adjusted fire flow, one (1) new fire hydrant will be required for this project at the location shou,n on Plan Sheet 3. Exiting - (IBC and IFC Article 12) l. Exiting requirements shall be as required, specified or as modified by the Building Official. Fire Protection Systems - (IFC Article 10) l. A NFPA l3R compliant automatic sprinkler system, u'ithout exceptions, shall be provided throughout this IBC Group R-2 occupancy. Plans for this system shall be submitted to the State Fire Marshal's Office for initial revielr'. The Caldwell Fire .l 4. There currently is one existing fire hydrant located at the comer of Boise Ave. and Plymouth that has been used to credit fire flow for the storage ofun-occupied units on site. I Marshal will conduct a separate review of the SFMO review and all inspections required byNFPA 13R. 2. The fire department connection (FDC) shall be located on the right side of the West entrance of the parking lot. 3. Access to any and all fire department connections shall be maintained at all times and without obstruction by vehicles. fences, bushes, trees, walls or any other object for a minimum of 3 feet. Bollards may be required for collision protection. 4. The water supply line controls (OS&Y and/or PIV assembly) for the sprinkler system shall either be installed in an enclosed and lockable room or may be wall mounted. It may also be located remotely. Such control valves shall be equipped with a tamper switch that is tied into the fire alarm system and shall be securely locked "open". 5. The exterior fire alarm bell for the sprinkler system shall be a 10" model and shall have signage on or near it stating "Sprinkler Alarm Bell - If ringing call 9- 1- l ." In addition, the CFD requires that an exterior red or white strobe light be provided in conjunction with the fire alarm bell for visual waming. 6. An evacuation fire alarm system, per NFPA 72 standards, is required for this building in addition to those components required to monitor the fire sprinkler system. Any fire sprintler activation shalI activate audible/visual waming devices inside all apartment units and common use rooms (i.e. a laundry room). 7. Complete plans for all components of the fire alarm system (flow switch, tampers,) shall be submitted to the CFD Fire Marshal for separate review and approval. All fire alarm components shall be subject to NFPA 72 standards and acceptance tests. 8. Smoke detectors shall be provided in all apartments per the IBC requirements and IFC Section 907.2. 10. Smoke detectors shall be single/multiple-station models that alert within the particular unit only and should not be connected to the evacuation fire alarm system for the entire building. l. Fire extinguishers shall be located such that they are no more than 75' oftravel distance from the front door of any apartment unit. All fire extinguishers shall be a minimum of 24:10BC rated. 2. Fire extinguishers must be mounted between 3' and 5' above floor level in a visible and readily accessible location. Signage indicating their location shall be located at least three feet above them. Extinguishers shall be kept in approved weather-protective and secure cabinets. Iftheft ofexterior fire extinguishers is a concem, an altemative is to provide a 2A:l0BC rated fire extinguisher inside each apartment unit. (Security ofsuch o I Fire Extinguishers - (IFC Sec. 906) I extinguishers may be "secured" against potential theft or damage as part of the rental agreement.) l. There shall be rated fire separation walls and barriers provided as specified in the Intemational Building Code and as approved or required by the Building Official. 2. During construction activity the building and site shall be kept reasonably clean and free from accumulations ofdebris and combustibles. This includes vegetation (grass, brush, etc.). 3. Smoking is prohibited in all buildings during construction activity 4. The general contractor shall be provided a copy of this plan review by the architect. A copy of this plan review shall also be kept on-site at all times during construction. 5. Ifaccess to this building and/or to fire hydrants serving this building are blocked or obstructed because of future changes in project design, then additional fire protection or access methods may be required to restore adequate fire protection. 6. There shall be no storage of combustibles allowed in the crawl space undemeath the apartment units. 7. There shall be absolutely no open burning of trash or debris nor any "warming fires" on the site. Development Plans - Prior to commencing construction, plans must be prepared by the developels engineer and approved by the City Engineering Department which include the following items: a. Street section and alignment (including curb and gutter); b. Sidewalk ( s-foot width on Plymouth Street with 4 foot width on others); c. Sanitary sewer (per City and DEQ requirements); d. Potable water (per City and DEQ requirements); e. Stormwater facilities (per City Policy); f. Street lighting (Per City Standards); g. Street signage (per City and MUTCD requirements); h. lnigation system (per government inigation district requirements). i, Vertical Datum based on NAVD 88 Datum. 2. The developer is to employ a responsible design professional, preferably the engineer of record, to oversee and inspect construction, to perform and/or observe all requisite testing of completed facilities, and to certify that improvements have been constructed according to approved plans and in compliance with applicable City, State, and Federal standards. 3. Prior to commencement of construction in any dedicated right-of-way, or construction of any improvement intended for dedication to the City or connected to a City facility, the City Engineering staff is to be notifled. This preferably will take place in a pre-construction conference scheduled by the engineer of record in which all appropriate personnel and utilities are present. Appropriate City personnel are to be notrfied in advance of all testing (including compaction, pressure and coliform, etc.) and given opportunity to be present during conduct of the testing. As noted previously, provrsion is to be made for the disposal of stormwater drainage in accordance with the City Stormwater Management Policy. A copy of this policy is available upon request. The engineer of record is to provide calculations, which indicate that the assumptions in his stormwater drainage plan comply with the requirements of the stormwater policy. For any off-site discharge, written approval from the agency responsible forthe receiving water body is required before final plat approval. 5. During the design phase of this project, the developer or his engineer is to contact Black Canyon lrrigation District and the Bureau of Reclamation to ascertain all existing upstream drainage rights and downstream irrigation rights that need to be maintained across the property. Appropriate facilities shall be provided to convey inigation and drainage water across the property to take care of these offsite needs. There is to be no discharge of inigation return water into the subdivision storm water system. A letter is to be obtained from Black Canyon lrrigation District and the Bureau of Reclamation indicating their concurrence with the design and facilities that preserve these existing rights. 6. The development is to include a non-potable water pressure irrigation system. The Preliminary Plat shows the Notus Canal underground siphon bisecting the property with a northwest to southeast alignment, the Riverside Canal crossing the entire length of the property near the westerly boundary with a north to south alignment and the Boise River bounding the properties west side. The appropriate easements and/or right-of-ways for the drains, lateral(s), inigation facility and any other water body shall be determined and clearly indicated on the construction plans and on the final plat. Construction across or re-routing of these facilities is subject to approval by Black Canyon lnigation District and the Bureau of Reclamation. 8. Rights-of-way for the interior streets shown on the Preliminary Plat are consistent with City Standards. Plymouth Street is classifled as a Collector and should have a minimum one-half right-of-way width of forty (40) feet to meet City Standards. A note shall be placed on the Final Plat indicating that all rights-of-way are to be dedicated to the public. 9. ln accordance with the City requirements, a note is to be placed on the Final Plat indicating that no lot within the subdivision is to take direct access to Plymouth Street unless approved by the City Engineer. 10. Any approaches onto Plymouth Street will be required to comply with ACHD intersection spacing and alignment standards at a minimum. All proposed access points will be reviewed with the submittal of the improvement plans. 11. The Engineering Department has examined the system flow and pressure characteristics for the proposed water system using the City's water model. These results indicate that the City can adequately provide the domestic and fire flow needs ofthe proposed development. 13. The location of sewer and water service, including sizing of mains, providing of easements, frontage construction, and offsite construction are to be decided during review of improvement plans. The site will be required to comply with the City of Caldwell sewer standards and the Water Master Study. The nearest existing sewer facilities is a 8" line located approximately 170 feet north of Omaha Street and approximately 300' west of 1't Ave. The nearest existing water main is an 8" line located at the intersection of Boise Ave. and Plymouth Street. 14. lnternal water mains will need to be looped through the subdivision for isolation and water quality purposes. Fifteen foot utility easements will be required for these water mains if not located in the public right-of-way. 15. lt shall be the responsibility of the applicant's engineer to verify that connection to existing sewer mainlines will not exceed the functional capacity of said lines. Provision for connectivity by future developments shall be met in accordance with current City standards. '16. The easements indicated on the Preliminary Plat are incomplete. Easement size and location will need to meet the requirements of the City of Caldwell Subdivision Ordinance. Any easements for sewer lines should be at least 20 feet in width. Easements for adjacent sewer and water lines should be 30 feet in width. '17. The appropriate easement for the overhead power shall be determined and clearly indicated on the construction plans and on the final plat. Construction in this easement is subject to approval by ldaho Power. '18. The preliminary plat drawing does not indicate where the stormwater detention/retention basins are to be placed. Stormwater detention/retention basins are to be placed in common lots in accordance with the referenced Stormwater policy. A note should be placed on the final plat indicating that all areas designated as common areas are to be operated and maintained by the home owners association. 19. Construction of dedicated facilities is to be performed by an appropriately licensed public works contractor. 20. All street, sewer, water, flre protection, and street light facilities must be dedicated to the City. Some conveyance facilities for stormwater drainage may be eligible for dedication to the City. 21. Prior to approval of the final plat, subdivision facilities must be completed or an appropriate conslruction security provided. There may be temporary restrictions to the obtaining of building permits, even with acceptable construction security, depending on fire protection, emergency service requirements, and City approval of the sanitary sewer system. Approach spacing for a Type III is 300' for urban area and 1000' for rural area. The Plymouth Subdrvision may need a Traffic Impact Study done to determine the impact that it might have to the highway system. For the intersectton of the subdivision and US-30 the developer may need to build a left tum lane or a deceleration lane to make a safer intersection. At this tinre we have no objection to this application. The Developer needs an approved approach permit for the subdivision before he can do any work in the Right-of -way. The current rating on this bridge is a four (4), which is a poor rating, and the traffic from the proposed development would likely use this bridge for access to and from the freeway.
