Thursday, May 19,2022 (ROLL CALL) The special meeting of the Caldwell Urban Renewal Agency convened at 5:00 p.m. in the Caldwell Police Department Community Room with Chairman Porter presiding. The URA Secretary called the roll. Present: Commissioner Porter, Commissioner Warwick, Commissioner Allgood, Commissioner Doty, Commissioner Fultz, and Commissioner Ramirez. Commissioner Moore arrived at 5:05 p.m. (CONFLICT OF INTEREST DECLARATION) None. NEW BUSINESS fACTION ITEM: CONSIDER MODIFICATION TO THE DEVELOPMENT PROPOSAL FROM GODSILL COMPANY- PROPERTY KNOWN AS 516 MAIN STREET FOR POTENTIAL AMENDMENTS TO THE DEVELOPMENT AND DISPOSITION AGREEMENT) Steve Jenkins, Economic Development Director at 411 Blaine Street, presented the staffreport. He noted that staff had been in communication with the owner with Boomer Godsill regarding their original proposal provided for Biscuit & Hogs. He explained that the revised design was due to economic conditions and cost limitations dealing with increased construction costs. The restaurant would be an anchor tenant within the downtown and a flagship development for the company. In response to questions from Commissioner Allgood, Mr. Jenkins reported that the revised plan provides for a restaurant without additional retail and elimination of the second-story rooftop dining element. Commissioner Fultz inquired if the revised plan would be considered "substantial" and thus require a new RFP submittal. Mr. Hilty, Agency Attorney, responded that there would not be a legal stance for requiring a new RFP. He explained that staff is looking for direction from the commissioners regarding the next step(s) for the development. In response to questions from Commissioner Allgood, Mr. Jenkins indicated that the rendering had not been scheduled at this time before the Design Review Commission. In response to questions from Commissioner Warwick, Mr. Jenkins reported that original RFP submittals were received from Accertive, Aztec Development, Biscuit & Hogs, and Olive and Vyne, Discussion followed concerning the requirements outlined within the original RFP. Commissioner Doty commented on the Agency providing free land for development when there is limited space in the downtown area. Mr. Hilty provided an explanation of the Idaho Code regarding the re-use appraisal process and its intent as a development incentive for URA districts. Commissioner Fultz stated his support of multiple-story buildings in the downtown due to the lack of density with single-story designs. He inquired about a potential job loss with the new design and business plan eliminating the retail component. He recommended additional negotiations with the developer. Boomer Godsill, owner of Biscuits & Hoggs provided an overview for the need to revamp the original business plan and building design due to economic conditions and extensive construction costs. He noted that the redesign would allow for additional space for the restaurant, which would bring a higher wage for employees. He indicated his willingness to negotiate with staff and legal counsel regarding the proposed changes. The architectural firm had proposed the potential for residential with a multi-story design.
