Monday, May 9,2022 (ROLL CALL) The regularly scheduled meeting of the Caldwell Urban Renewal Agency convened at 7:00 p.m. in the Caldwell Police Department Community Room with Chairman Porter presiding. The URA Secretary called the roll. Present: Commissioner Porter, Commissioner Warwick, Commissioner Allgood, Commissioner Doty, Commissioner Moore, and Commissioner Ramirez. Absent: Commissioner Fultz. (CONFLICT OF INTEREST DECLARATION) None. (SPECIAL PRESENTATIONS) a. 2040 Comprehensive Plan Overview: Jerome Mapp, Planning & Zoning Director for the City of Caldwell provided an overview of the 2040 Comprehensive Plan and corresponding map. He explained the State Code requirements of the Planning & Zoning Department to formulate a Comprehensive Plan for the city. The Plan must consider previous and existing conditions, trends, desirable goals and objectives or future desired planning components. He acknowledged the need to consider developments within the north portion of Caldwell and existing structures such as Farmway Village with future Comprehensive Plan updates. Since there is a need for expansion of commercial and industrial developments within the north portion of Caldwell, a buffer must be provided to shield the existing residential units at Farmway Village. (PUBLIC COMMENTS) Don Denton, President of the Canyon County Pickleball Club, introduced himself. He acknowledged the many members who were in attendance. He reported on the many locations within Caldwell that the club has used and made improvements in order to make the courts functional for pickleball. He noted that three years ago the City Council had approved $3,000 to die Canyon County Pickleball Club to rehab the old Luby tennis courts for pickleball play. The rehabilitation project was completed by club members.. He continued by noting that Caldwell is in desperate need of new pickleball courts, which would be an economic enhancetnent to the. community when tournaments are conducted. The demand for the sport is strong and regional tournaments are possible. Commissioner Moore asked Mr. Denton if economic revenue documentation was available from other regional tournaments held within the Treasure Valley. Mr. Denton responded that one of the members from the pickleball club would conduct research for such documentation. Randy DeYoung (club member) reported that he has worked with Denise Milbum at the Caldwell Recreation Department to provide workshops about pickleball. A large number of persons of all ages play the sport at Luby Park during the daytime and evening hours. He emphasized the economic development asset for those coming to Caldwell to participate in tournaments. Gene Shaffer (club member) spoke in favor of the pickleball club and the needed improvements at the Luby Park courts. He noted that he is a retired licensed architect and would volunteer his services to the City for review of the design and bid process. Ms. Warwick commended the members for their enthusiasm and commitment to the Caldwell Pickleball Club. Robb MacDonald addressed questions from Commissioner Ramirez about the proposed improvement to the Pickleball Court Project at Luby Park. He noted that the design is nearing completion within the next two or three weeks. Engineering estimates received for a full rehab (eight courts) amounted to approximately $700,000.
