SUBJECT Critical Secondary Access Issue
Powell Estates Subdivision, Unit 2 vs. Country Village Estates MHP
The CFD conceptually approved an access scheme to Powell Estates.Un]l--2 on July 18,2000 in a
phone conversation with Mike Sheppard of Hubble Engineering. Sheppard assured me there would
be a 15' wide roadway on an easement for secondary access out to Ustick Road.
On December 13, 2000, I received and reviewed preliminary plans For Powell Estates, Unit 2. My
comments (including those on secondary access) were sent in a memo that date to Ben Weymouth
in Engineering. My comments were based on the plans that had been submitted for review. The
primary access (via Salem Street) was approved because it connected to Florida through Unit #1
of the subdivision.
At that time a secondary access roadway was shown on the plans exiting out of Hyde Street. It
was designed to be temporary and for emergency use only. It exited the east end of Hyde Street
turning south and followed the easterly boundary of the subdivision and other private property to
Ustick Road. It was shown on Sheet 10 of the engineering plans and I commented on the
excellent design.
On January 17 ,2001 I received a phone call from Steve Glasgow of Hubble Engineering
regarding the secondary access in Powell Estates, Unit2. He said they could not get the easement
for the roadway on the east side (to Ustick Road) as planned. Understanding his dilemma I
suggested he promptly explore an alternate secondary access route to the north with the Country
Village MHP developer, We set up a meeting to review this matter on January 19, 2001 but
Glasgow cancelled the appointment due to adverse weather conditions.
On February 1, 2001 I received a phone call from Carl Troutman at Hubble Engineering regarding
Powell Estates Unit 2. We discussed and agreed to some fire hydrant relocations due to conflicts
with other infrastructure items. I made changes on the plat map in my file. We also discussed
secondary access in Powell Estates for the east side based on the comments by Steve Glasgow
about problems with the easement. I told him they must provide secondary access. We discussed
a possible "emergency only" access point to the north into the Country Village MHP. Carl said
he would check this out and advise me. I heard nothing back from Hubble Engineering since that
time.

There is now a final plat up for approval for Country Village MHP. If this map is approved, it may
close the door for powell Estates to obtain a required secondary access into Country Village
Estates. That secondary access point may be gated and may be designated for emergency use only'
Granted, Country Village does not have to allow the secondary access for Powell Estates Unit 2'
However, without r..oridury access, Powell Estates Unit 2 cannot be approved by the CFD because
they will not be able to provide secondary access for that unit.
I feel it is important that the Caldwell Plaruring and Zoning Department be aware of this situation
and the potential impact on Powell Estates Unit Z if an easement and access is not negotiated with
its neighbor to the north, Country Village Estate MI{P.
