MINUTES
Meeting of November 9, 1995
Chairman: Steve Maughan, Carol Burbank, Roy Payne, Bill Gigray III, Elaine
Leppert, Elaine Carpenter;
Nancy HuIf, Liz YeNy;
Tom Ensley, Chris Nye
The first item of business was approval of the Minutes of the October 12, 1995 meeting. Bill Gigray
offered a Motion to approve the Minutes. Roy Payne seconded the Motion which passed
unanimously.
The next item involved the FY96 grant. It was suggested that once the consultant completes the
project the report should be presented to the Board of Trustees for use of the School District.
The Commission discussed membership in the Commission. Elaine, Tom and Steve terms are
expiring this year. If they wish to be appointed they need to let the Mayor know. Chris Nye has
been appointed to replace Dean Finch but was unable to be at the November 9 meeting due to out of
town commitments. The Commission asked Staff to send copies of ByJaws to all Commissioners.
Since Elaine Carpenter will no longer be on Council, we will lose our Cour:cil liaison, unless Rick
Wells wants to take it on.
Goals and objectives for 1996 were discussed. The Comprehensive Plan designates certain areas as
being historically significant. Perhaps other areas should also be included. There might also be a
move to have a historic residential neighborhood designated.
Nancy suggested the six residential neighborhoods identified in the Comprehensive Plan be named to
give them some identity and help instill pride in a neighborhood. Following that neighborhoods
could request stronger policies from the Planning and Zoning Commission to preserve their
neighborhoods. Steve suggested inviting representatives of neighborhoods to a meeting to encourage
protection oftheir neighborhood. Nancy reported that there is increased interest in preserving
neighborhoods.

The November 9 meeting of the Historic Preservation Commission was called to order in the
Caldwell City Library Idaho Room at 7:00 p.m.

Bill Gigray stated that he had sent a packet of material to Dennis Crooks conceming neighborhoods
and their legal formation. It was agreed to copy this and send it to the Commission for their next
meeting.
Nancy then gave a presentation on neighborhoods.
With no firther business, the meeting was adjourned at 8:30 p.m.
