The February 9, meeting of the Historic Preservation Commission was called to order in the
Caldwell City Library Idaho Room at 7:00 p.m.
The first item of business was approval of the Minutes of the January I 2 meeting. Tom Ensley
offered a Motion to approve the Minutes as submitted. Carol Burbank seconded the Motion
which passed unanimously.
Discussion ofthe status ofthe FY95 grant followed
The first portion of the Grant is the Nomination to the National Historic Register for the Caldwell
Union Pacific Railroad (UPRR) Depot. Dennis explained that the procedure followed to find a
consultant is that a list ofconsultants is supplied by the State Historic Preservation Office
(SHPO), Staff sent a copy ofthe proposal to those living reasonably close to and within ldaho,
and invited them to apply for the position available. Staffreported that in response to the
invitation letter to consultants, only one proposal has been received. That proposal was from
Madeline Buckendorf; two rejections from other consultants were also received.
Carol Burbank ofrered a Motion to accept the bid from Madeline Buckendorf Tom Ensley
seconded the Motion which passed unanimously.
The second portion of the Grant is the Community Workshop. Dennis reponed that Fred
Walters, the consultant selected to conduct the workshop, came to Caldwell during lanuary and
met with Staffto discuss the project. Mr. Walters considered it necessary to hold the workshop
from l:00 p.m. to 4:00 p.m. to cover as much material as possible. He would like the Fire
Marshall and Building Official present at the workshop to answer any questions. He is also
desirous of having utility representatives talk about energy efficiency incentives and any rebate
programs currently available. Dennis further indicated that lvlr. Walters intends to prepaxe a
topical outline of the workshop and submit it to the Commission for their approval.

Liz had escorted Mr. Walters to the Library and also around the Dearborn/Everett neighborhood
Mr. Walters was very interested in conducting a field trip to a residence for purposes of
explaining some concepts, particularly in regard to foundation maintenance and drainage.
The draft letter seeking sponsorship of the event was discussed and amended. The letter will be
sent out immediately to prospective participants. It was agreed that there would not be a great
amount of area available to showcase products, but if participants have advertising literature there
should be an area where this could be displayed.
The advertising flyer was also discussed, Elaine will get with Liz and provide other pictures of
types of homes for use in the flyer. This too should be sent out as soon as possible.
The Commission would like to see advertising on radio, local and National Public Radio,
Channel 6 TV statioq notices to neighborhood associations, community bulletin boards, reader
boards etc.
The Commission reviewed the Resolution on sidewalks and agreed to forward it to the City
Council for consideration. This is scheduled for February 21 . Dennis has taken slides, and Elaine
Leppen has some historic slides which show the inset type of sidewalk. Liz will let the
Commission know before the Council meeting so that they can participate.
Dennis will advise the Council ofthe proposal to paint the Depot by the National Guard. He has
already spoken with the Parks and Recreation Department.
The next meeting of the Commission is scheduled for March 9, 1995. However, due to a
scheduling conflict with a community event for the majority of the Commission it was agreed to
move the date of the neat meeting to March 23, 1995. With no further business the meeting
adjourned at 8:30 p.m.
