The September 22, 1994 meeting of the Historic Preservation Comrnission was called to order
in the Caldwell City Library ldaho Room at 7:0O p.m. Bill Gigray offered a Motion to
approve the Minutes of the August meeting. Elaine l,eppert seconded the Motion which
passed unanimously,
The frst item on the agenda was approval of the draft grant application for FY1995. Derris
explained that the City Council on September 6 had authorized staff to proceed with the
application and if the C-ommission had no amendments or additions to the draft, then it would
be submiued to the State Historic Preservation Office. The Commission agreed that Staff
should proceed.
The next item discussed was the Caldwell Depot. Bill Gigray corunented that it might be a
good idea to make a presentation to Council to let them know that there is a plan of action on
the facility. Dennis said tlnt Elaine had already discussed this item at a previous Council
meeting, and that they were aware the Commission is interested in developing a use policy
for the depot. He cornmented that there should be a Master Plan for the Depot with stages of
renovation or improvement which can stand on their own, as firnding pemrits. Tom Ersley
had indicated he would be able to do some site plans and renderings with exterior elevations
and other pertinent information.
Demis also reported that the staff has obtained a copy of the lease and other pertinent
information. The lease includes the building as well as the surrounding land area
approximately 140 x 100. The lease requires that the railroad (UPRR) approve all
improvements to the actual building and site.
Roy Payne had given Dennis, prior to the meeting, some infomution on proposed accent
lighting around the facia of the building. It appears this would not be a big maintenance item
with low voltage and energy consumption and an average bulb life of about 20,fi)0 hours.

The actual lights are encased in a conduit or flexibile tube. Price per lineal foot would be
approximately $3.00, not including new electrial service that would be needed. Estimated
overall cost would be about $1,000. It would be necessary to paint the wood facia before the
lighting is installed.
The Commission discussed the development of a use policy and the necessity of having the
building and site pay for itself. There will need to be landscaping, lighting, and structural
and site improvements and funding for long term operations and maintemnce. It might be
advisable to approach community organizatiors who might want to use the building and then
approach the UPRR and share with them some ideas for the use of the building. Some uses
could be: meetfurgs, exhibits, receptions, recreation etc.
Elaine Carpenter said that it is important that the conmrunity lnows we care about the
building and the frst step would be to get it on the National Historic Register. Dennis added
that after it is nominated an informational brochure could be prepared just on the Depot to
help publicize the historic sigrrificance of the building and its use options. After nomirntion
it is furportant to put a plaque on it that informs people of its
The next item for discussion was the Community Workshop structue and format. The target
date for the workshop is late April, depending on the availability of the consultant. We will
try and get a calendar ftom the Chamber to avoid conJlicts with other commrurity events.
The C.orunission felt the Library C-ommunity Room would be a good location, with the
Kathryn Albetson Center at the College a second choice. After some discussion it was
decided not to include a visit to a historic home because of logistics, tmnsportation, etc. The
format of a general discussion, followed by particular issues and time for questions would be
appropriate, again depending on how the corsultant would plan the presentation. According
to the State 0ffice, there is no necessity to bid for this aspect of the project, Dennis will
contact the specific people Ann has suggested.
In order to get some idea of participation it was agteed to contact neighborhood associations,
and all people who have had homes surveyed in addition to some kind of public notice,
perhaps in the water billing. Another way to attract people is to provide door prizes and it
was agreed to contact local paint companies, building supply outlets, and any other suitable
retail outlets for some tylre of minimal sponsorhsip. A letter will be sent out as soon as
possible to see what t}te response is.
Discussion tumed to the possibility of having the Press Tribune do an article on the workshop
and include some repofiing on their part concerning older homes that have gone through a
renovation process. We would also do some regular newspaper advertising. Before the
workshop we could put together a brochwe tlrat would identify architectural elements of
houses. There are also national publications which we could use. The emphasis of the
workshop is to include not just historic homes but also older homes and the common
maintenance and repair problems associated with older home ownership.

Snake River Building Contractors, Caldwell Board of Realtors, and the Chamber of
Commerce would also be contacted to help publicize the workshop.
Under other business it was agreed to present a report on the recently completed feasibility
study of a downtown historic district to the City Council as quickly as possible.
Dennis reported tllat the State Historic Preservation OfEce has approved the Arlington
Addition Survey and has already sent a reimbursement check to the City.
It was agreed to present the proposed sidewalk resolution to the City Council some time
during November or December. Dennis will obtain slides of examples of sidewalk use,
location, fencing, etc. and Elaine L,eppert also has some historic slides that would be suitable.
The Conunission was reminded that the November meeting falls on Thanksgiving Day, and it
was agreed tlnt this meeting would be cancelled, together with the nomral December meeting
date, and a meeting would be held Thursday, December 8, at the Caldwell Library.
