Stafi: Dennis Crooks, Liz Yeary; Absent: Elaine C-arpenter, Tom Ensley, Vivian McKay The July 12, 1994 special meeting of the Historic heservation Corrrrission was called to order in the City C-ouncil Conference Room at 12:00 noon. Steve explained that the purpose of the meeting was to eliminate 4 reconnaissance level sites from the list and select sites for intensive level survey, in connection with the FY 1994 Grant pro-iect involving the Arlington Addition. The Commission had met with the consultant Susal Stacy on June 23 but since there was not a quorum no decision could be made. Dennis stated that he spoke with Am Swanson, from the State Historic Preservation Office (SHPO), who indicated that the Commission has a number of options. She reminded Deruris tllat the pdmary purpose of an intensive level survey is to select a site th,at can serve as a candidate for future nomination to the National Register of Historic Places (NRHP). In the subject neighborhood there is not the diversity of architectural candidates previously found il other survey areas, #17, 1521 Arlington, was of interest to the consultant because the house was built immediately following World War II, when building rnaterials were scarce. Post war era construction rnaterials were used to construct the building. #17, however, bas been altered structurally. Steve infomred the Commission that although #11, 1303 Arlington was a very interesting structue, the lack of infomration conceming its history and the likelihood of the building disappearing within a few years, made it seem unlikely for intensive level survey. Dennis said that the one that has the most significant architecnral features is #14, 1423 Arlington, which is a brick house, apparently built by a nuster craftsman who was a colleague of Dave Dorsey. There is a lot of available information on the building. #19, l5l2 Arlingtor; also a brick house, has been somewhat altered which reduces its potential for Regrster nomination. LDW IIISTORIC PRESERVATION COMMISSION !'fNtes Zl?94 - P.1 a o Steve said tlnt the area has a lot of nice clean interesting houses but nothing of sufficient age and quality to nrake them a good candidate and that 1423 Arlington is the only one that really stands out and exemplifies the best of that neighborhood. Carol Burbank offered a Motion to approve the selection of 1423 Arlfurgton for intersive level, and since there would be only one intensive level site, to retain the 23 other sites for basic reconnaissance. Roy Payne seconded the Motion which passed unanimously. Bill Gigray referred to the budget monies set aside for historic preservation. He suggesed reviewing available photographs for enlargement and display at City Hall, which would give a historic theme and vision for the future. The photographs could be nrade into an interpretive type display, appropriately framed and labelled. Steve reminded the Corunission that Tom Ensley was investigating the possibility of illuminatiag the Depot. Dennis said that he would contact him and see if he had made any progress. It was the general consensus of the C-ommission that such a goject would be considerably more than $2,500.00. Since part of the goal of the Conunission is to stimulate interest and education, Billt suggestion seemed more achievable. Elaine offered to compile a slide show in the Conununity Room at the Library on July 28, 1994, of hisoric photographs and possibly select several altematives. Deruris reminded the Commission that whatever is plamed for the funds has to be presented and approved by Council. Bill Gigray suggested to seek the advice of an an exp€rt in the field of photographic display. One such expert suggested was Bill Crookham. Another suggestion was to call the SHPO and ask them for guidance. It was agreed to keep the lighting of the depot project in mind if this does not materialize. Bill Gigray offered the Motion and Carol Burbank seconded. The Motion passed unanimously. With some further discussion, Deruris agreed to talk with Elaine Carpenter about the proposal.
