The August 25, 1994 meeting of the Historic heservation Commission was called to order in
the Caldwell City Library Community Room at 7:00 p.m. Bill Gigray offered a Motion to
approve the Minutes of tlle July meeting subject to an amendment reflecting an electrical
engineer had met with Tom conceming lighting of the Caldwell Depot rather than an
architect. Elaine lrppert semnded the Motion which passed unanirnously.
Steve reponed that, along with Dennis, he had met with Arm Swanson, Grant Operations
Analyst ftom the State Historic Preservation Office (SHPO) on August 23, 1994. Steve
cornmented that Ann had been very complimentary conceming the staff suppon of the
Conunission and that the Conrmission is very forunate to have such a working relationship.
Steve said that Am felt mo* of the survey work that we can complete has been done on a
neighborhood basis and tlBt it is time to move to a public odented phase to try and educate
people as a result of past surveys.
Dennis added that his sense was that SHPO, as a long range goal, would like to see an
attempt to fomr a historic district. Such a district would be srnall, local and must be
residential in nature.
Steve commented that he understood tlnt some prop€tty owners in the north end area might
be interested in fomfng a historic district.
Dennis said that SHPO felt strongly that getting the Caldwell Train Depot onto the National
Historic Regiser was of paramount and would help provide opportrurity for
funding and assistance to help stabilize and maintain ttrat building. SHPO would be willing
to help find people suitable to prepare such a nomination.

The next item on the agenda was a review of the dmft gmnt Foposal for fiscal year 1995.
Dennis indicated that the proposal cornists of two parts, the nomination of the Depot to the
National Regiser and the C-ommunity Workshop.
With some further discussion, Tom Ensley offered a Motion to present the grant request to
City Corurcil. Roy Payne seconded the Motion, which passed unanimously.
The next agenda item involved the Commission s community enhanc€ment project and a
follow-up idea of "tighting" the depot. Dennis said that Tom and himself visited the Train
Depot site early one moming the previous week and had some items of concem. Although
not serious, the exterio wood is in need of repainting and the moftar joints between tlre
bricks will eventually ne€d repafu. Also, the concrete work around the perimeter of the
building is in bad shape. A major issue is that the City does not own the building but leases
it from the UPRR on a 99 year lease. We need to discover who owns the land and what the
City's rights and/or responsibilities are for maintenance of the building as well as the land
around the depot. We also need to look at the use policy, nraintenance, upkeep, and possible
restoration. Dennis suggesed that the existing miniature lights could be replaced with more
professional type low voltage lights. Roy suggested contacting Interstate Electric and Tom
asked Roy whether he might do that on a personal basis. The Commission felt strongly ttnt
there needs to be a use policy for the building including long temr goals.
Dennis said that before the next meeting he would compile a list of suggestions and
comments ftom the me€ting with SHPO conceming the Community Workshop which he
would prepare for the Corunission.
Next, Liz indicated tlrat SHPO had reviewed and approved the 1994 grant project involving
survey work in the Arlington Addition area.
The next meeting is scheduled for September 22, 1994 and will be held in the Idaho Room of
the Caldwell Public Library.
There being no firther business the meeting adjourned at 8:30 p.m.

The C-ommission also recommended having a work party do some basic nraintenance on the
building, such as painting and upgrading woodwork
