Present: Chairman Chuck Randolph, Madeline Buckendorf, Carol Burbank, Elaine
Carpenter, Tom Ensley, and Bill Gigray and recording secretary, Liz Yeary.
The January 9, 1992 meeting of the Historic Preservation Commission was called to order
in the City Hall Conference Room by Chairman Chuck Randolph at 7:O0 p.m.
Minutes from the December 5, 1991, meeting of the Commission were approved as
submitted.
The Chairman began the meeting by reading a letter from Commissioner Art Honey who
submitted his resignation effective January 8, 1,992. Chuck expressed his appreciation for
Art's years of service and stated that a replacement would be approached and
recommended to Council as soon as possible. Liz confirmed that a letter of thanks would
be sent to Art immediately.
The Chairman then circulated a list of CLG grants for L992. The Commission remarked
on the grant made to Canyon County regarding their Comprehensive Historic Preservation
Plan and Chuck agreed to meet with Glenn Koch to discuss their plans and possibly invite
that organization to a future meeting.
The next item on the agenda was the site selection for the 1992 grant. It was agreed to
leave the ten sites as originally selected and add 321 Blaine to the Iist, making eleven sites

Liz reported that the grant monies for 1.991 had finally been received. The Memorandum
of Agreement was also received and after signature by the Mayor, copies would be sent to
all historians advertising the historic suwey with response requested by the middle of
February.
Madeline reported on the Oregon Trail Sesquicenterudal and that most events will start
during the surnmer of 1992. Oregon has the majority of events but ldaho is trying to
organize some. There are major sites around Caldwell that are marked but there are other
sites which could be marked such as wagon ruts, and the route of the uail. The
Commission felt its involvement could be in drawing more attention to the trail by means
of highway signs, markers, brochures etc. Madeline said funding is available for such
projects from Department of Tourism or some local business group.
Madeline went on to conrment that she had been in touch with Larry Jones, of the tdaho
State Historical Society and he is willing to give a presentation on the Oregon Trail at the
next meeting in February. It was agreed to see if we can meet at the Library Community
Room and invite other agencies to participate such as the Caldwell City Council, Chamber
of Commerce, Canyon County Historical Society, and Canyon County Hisroric Preservation
Commissioq the TRAC Committee, oral history and other Library representatives.
The Bueau of Land Management (BLM) has a detailed map of the trail and Liz will ury and
obtain a copy before the next meering.
Chuck will contact Glenn Koch and invite the Canyon County people.
With no further business, the meeting was adjourned ar 8:00 p.m.
