Eistoric Preservation Commission Meeting
A meeting of the Historic Preservation Commission will be held on March 5, l9V), at 7:00
p.m. in the Caldwell City Council Conference Room.
The agenda is scheduled as follows:

No Minutes were taken of the Meeting of February 10, 1992, which was in effect a
community meeting.
Selection of a Consultant for the 1992 Phase IV survey.
Discussion regarding possible selection of an alternative site for submission for
inclusion on the National Historic Register, since Ms. Herda has advised us of her
opposition to this for 1223 Cleveland.

The March 5, L992 meeting of the Historic Preservation Commission was called to order
in the City Hall Conference Room by Chairman Chuck Randolph at 7:00 p.m.
RANDOLPH explained that no minutes were prepared for the February L0, 1992 meeting
since it was an informational meeting. He explained that Larry Jones, a historian with the
State of Idaho, made a lengthy presentation on the Oregon Trail Sesquicentennial
celebration. RANDOLPH summarized tlre presentation made by Larry Jones.
ENSLEY asked whether any grant funds were available for communities to use for
promoting Oregon Trail.
RANDOLPH responded that three different grants have been identified which could be used
locally and briefly summarized each.
ENSLEY asked what needs to be done to start promotion activities in Caldwell.
RANDOLPH replied that the commission could develop and adopt a project and submit a
plan to the City Council for endorsement. He said that such a project could include posting
signs which mark the trail and historic sites in the area as well as developing a pamptrlet
describing local historic sites associated with the Oregon Trail. He said the commission
could work with the state on such a project.
BLIZZARD moved that the commission make the Oregon Trail Celebration a project and
develop an activity plan to submit for City Council endorsement. Seconded by BURBANK.
The motion was unanimously approved.
RANDOLPH asked the commission to discuss and act upon the selection of a consultant to
complete the 1992 Phase [V historic survey.
ENSLEY said he had reviewed the proposals which had been received and preferred that
the contract be awarded to Susan Stacy due to her past performance and local experience.

RANDOLPH agreed that Susan Stacy was his preference among the proposals.
After some consideration of the proposals ENSLEY moved to select Susan Stacy to serve
as consultant for the survey. BURBANK seconded the motion. The motion passed 4-0.
RANDOLPH instructed BLIZZARD to make necessary Eurangements to procure services by
Susan Stacy for the survey. He asked that Susan Stacy be notified and asked to advise the
group of which buildings would be studied. He asked that the Phase IV survey be included
on the agenda of the next commission meeting subject to the State's approval of Stacy for
consultant.
RANDOLPH expressed regret that Ms. Herda had advised the commission of her opposition
to her property at L223 Cleveland Blvd. being included on the National Historic Register.
CARPENTER said that Jack Raymond told her that some of the addresses of homes on
Blaine Street listed for the next survey did not match those used by the Post Office.
RANDOLPH stated that he was aware that the City Water Department used addresses for
billing which differ from those used by the Post OfEce. He asked that the Planning and
Zoning Departrnent check on the list of addresses.
BUZZARD reported that the City Council had approved of tlre new Historic Element of the
Comprehensive Plan.
There being no other business RANDOLPH declared the meeting adjourned.
