Meeting of June 24, 1993

The June 24, 1.993 meeting of the Historic Preservation Commission was called to order
in the City Council Conference Room at 7:10 p.m.
The Minutes of the meeting of May 27,1993, were approved as submitted.
The fust item on the agenda involved a discussion of the Downtown Plaza Park and, in
particular, the historic theme related to the proposed lrjosk and the area to be dedicated
to pioneeringwomen. Pat S-rllivan, representing Leadership Caldwell,provided an overview
of the design concepts associated with the park. Some of the items discussed included
panel design for the kiosk, historic photos, etchings and text, an overview of the history
of Caldwell and also of Indian Creek with supplementary maps and other illustrations. The
kiosk was viewed as the beginning pofurt or hub for informing individuals of historic
walking tours throughout Caldwell.
There was also discussion about the monument honoring pioneering women. Selection
criteria was mentioned such as community contribution or achieving notoriety in a
particular field or profession. Bill Gigray suggested that Leadership Caldwell may wish to
encourage or solicit nominations from community organizations and service clubs to assist
in the selection process. Susan Stacy commented that a variety of brick or plaque qpes
may add some flexibility for expanding the commemorative concept to avoid the perception
of major contributors not being recognized.
The second item on the agenda was an update of the Walking Tour Brochure provided by
Historic Consultant Susan Stacy. Susan presented a draft layout and three alternate
brochure covers. After some discussioq the draft layout and the Bay Window cover design
concept was approved by Commission members.
The specific route of the walking tour was also reviewed and whether or not people should
be encouraged to park at particular locations. After some discussion, the Commission gave

Susan the flexibility to include some alternate routes or options into the walking tour such
as the CoUege campus or the Carnegie Library.
Susan indicated she would have a final draft within the next tlvo to three weeks. Dennis
indicated the need to make contact with the State Historic Preservation OfEce prior to
preparing the final product. Susan said that she would take care of that item. Madeline
and Susan also suggested the formation of a subcommittee to review the final text for
accuracy. Everyone agreed and Church Randolph and Lorene Thurston were nominated
as possible candidates for the subcommittee.
Bill Gigray then reported that arrangements had been made for Larry Bledsoe, Ken
Harwood, from the city of Nampa and architect Stan Olsen to participate in September 23
"town hall" meeting. [t was agreed to have this time on the August agenda for further
discussion of planning and promotional efforts.
Dennis then asked for comments on the draft revisions to the historic component of the
Comprehensive Plan. There were a couple of minor items identified; the Commission
unanimously forwarded a positive recommendation to the Planning and Zoning Commission
with the understanding that they would consider the revisions some time in September.
There was some general discussion on the Oregon Trail Sesquicentennial and also on
possible candidates for grant applications for 1994. Bill Gigray suggested that minutes
from a previous meeting this year be retrieved and brought to the August meeting for
further discussion.
With no further discussion the meeting was adjourned at 9:30 p.m.
The Caldwell Historic Preseryation Commission's next regularly scheduled meeting is
August 26, 1993. The July meeting will not be held.
