Absent: Carol Burbanh Vivian McKay; Others: Deruris Crmks The August 26, 1993 meeting of the Historic Preservation C-ommission was called to order in the City Council Conference Room at 7:10 p.m. The Minutes of the meeting of June 24, 1993, were approved as submitted. The frst item on the agenda involved a status report on the Walking Tour Brochure. lvladeline indicated that a fiml proof had been conected and that the printing slrould be completed by the end of the month. Deruris rcported that Caxtons was the selected printer. He also distributed time sheets for each Commissioner to sign which are to serve as matching in-kind contributions on the part of ttre City for the grant funds. Bill Gigay also outlined a brief method and strategy for dislribution of the brochure to the community. The second item on the agenda involved conespondence and historic photos sent to the City by Mary Harris Balzer of Monterey, C-alifornia. Mrs. Balzels mother resided in Caldwell between 1917 -1920 and was a schoolteacher. The photos were reviewed by the group and tumed over to Elaine lrcppert to house at the Caldwell Library. Madeline then commented on the success of the Oregon Trail Sesquicentennial and expressed gra.titude to all of those who assisted with special tlan-ks to the Fair Board, the City of Caldwell and the Patks and Receation Department. The next item on the agenda involved project selection for the 1994 Grant application. Madeline indicated that survey work appeared to be the preference of the State Historic Preservation Officer, although other types of projects would probably be acceptable prirnarily because of Caldwell's excellent track record. A number of different topics alrd candidates for project selection were discussed at length by the Commission and included: l. A historic profile survey of ethnic or farm labor housing. T oo 2 A second walking tour brochure possibly for the North end historic area where several homes and sites are lised on the National Register of Hisoric Places. 3 4 Irrigation and storm drainage projects. Swvey of historic buildings and sites for a number of different neighborhoods: a) Arthur Sreet between Blaine and Main. b) North Caldwell, Cleveland, DearbonU Everett between lst and 5th Avenues. c) Arlington Addition area. After lengtly consideration, the Commission unadmously selected the fulington Addition area as the project for the 1994 grant application- The Conunission tentatively outlined a vision for the project that includes developing a historic context of the neighborhood, including the role of the Fairview Golf C-ourse, Kimball Avenue and the P.E.O House. Reconnaissance level survey of approximately twenty residences, bogs, swampland and *orm water retention associated with the golf course and intensive level suwey of the outstanding properties most likely to qualify for National Regiser nomination would be part of the project. The next item on the agenda was a Town Hall Meeting. Bill Gigray updated the Commission on the topic "Downtown Nampa's Redevelopment Experience" and the scheduled speakers which ilclude Kathy Wonderlick (Nampa Downtown Merchants Association), Ken Harward, Stan Olson and L,arry Bledsoe. Organization and promotion were discussed and it was decided to utilize a casual open house forum with some simple refteshments and a variety of exhibits representing ongoing Caldwell projects.
