Meeting of April 22,1993

The April 22, 1993 meeting of the Historic Preservarion commission was called to order
in the Ciry Council Conference Room at 7:00 p.m.
The Minutes of the meeting of March 18 were approved as submitted.
The first item on the agenda was the introduction and welcome of historic consultant,
Susan StacS who has been contracted to prepare a walking tour brochure of the residential
neighborhood between the School District ofEce and the College.
Susan gave an outline of her program in preparing the brochure and asked the Commission
who they thought the audience for the brochure might be. Tom Ensley suggested tourists,
people moving to Caldwell, and people already resident in the communiry. The Chamber
had initiated the request. The Historic Component of the Comprehensive Plan recognizes
historic preservation as a tool for economic development.
Susan tlen distributed examples of tour brochures, obtained from the State Historic
Preservation ofEce (SHPO). An oppornrnity to educate by illustrating the various types
of architecture was suggested, there being approximately 5 qTes of architecture in
Caldwell's proposed tonr area. Dennis Crooks mentioned the overview Susan had worked
on previously, such as the history of Cleveland Boulevard, and the possibility of portions
of this being included in the brochure.
Susan advised the Commission that she planned to work with Pete Wilson, with whom she
had worked previously and who had a lot of expertise in layout and design of brochures.
It was recognized that there is a limited budget which would preclude high-end, glossy,
multi-colored product. Madeline stated that SHPO like to look at the final rough draft and
then the final product before it is circulated.
Susan then left the meeting.

The next item on the agenda was the status of the F.F. Beale nomination to the National
Historic Register. Dennis reported that the nomination had been accepted by the State
after its meeting on March 19, 1993, and had forwarded the nomination to
Washington, D.C.
Madeline gave the Commission the latest information concerning the Oregon Trail Wagon
Train, advising that the Wagon Train event would locate in the Stadium, with horses in the
corral. Barbecue and other associated events would also take place there.
She complimented Elaine Carpenter on raising a total of $250.00 from several banks to
produce a brochure in time for the Wagon Train. There was a consensus that the Chamber
might encourage businesses to advertise the Wagon Train as a way to bring visitors into
the area. Dennis felt that the map could be ready by the end of May. Elaine Leppert
agreed to pursue text for the cover from resources at the Library. There was some interest
in having a sketch of the Saratoga and Steunenberg sites included.
Some discussion took place conceming the downtown historic district meetings and
whether these should be continued or not. The general feeling was that any decision on
this should wait until Bill Gigray could be present since he has put a lot of time into the
project. Since this was presented to Council, Council will have to receive a final document.
Dennis reported that Kathleen Stewart had expressed interest in a historic district in the
'north end' and that several other homeowners might participate, citing an increase in
home ownership in the area.
Vivian MclGy reported that John Pilote had a meeting concerning a Business Improvement
District and was attempting to form a cohesive downtown association. It was suggested
that John Pilote and other interested business people be invited to the next meeting to
discuss the status of the downtown historic district investigation.
Madeline then circulated a document from SHPO conceming new restrictions on use of
CLG grants to fund historic preservation projects. She emphasized that Caldwell has
complied with the requirements on funding and provided a good product. Concem was
expressed on the limitations on funding and the lack of incentive to protect buildings that
are not yet listed on the National Register. Dennis described projects that have been
undertaken in the past.
Madeline suggested everyone review possible goals and objectives for the Commission and
bring them to the next meeting. One possibility might be an educational brochure
illustrating architecture. She asked Liz to send a reminder to Commissioners closer to the
date of the next meeting.
The question was brought up about a possible budget from City Council next year, to be
used to assist property owners in upgrading historic homes. This could be a local grant
funding system, with a $5,000 investment to be distributed, based on criteria yet to be
adopted, at the discretion of the Commission.

Tom Ensley then offered a motion to request stalf to put forward a request to provide
incentive or development assistance funds in the amount of $5,o00 for the upcoming
budget. Carol Burbank seconded the motion. The motion passed unanimously.
With no further business the meeting concluded at 9.10 p.m.
The Caldwell Historic Preservation Commission's next regularly scheduled meeting is May
27 ar 72OO p.m. in the Council Conference Room at City Hall.
