Historic Presenation Cornmission Meeting
A meeting of the Historic Preservation Commission will be held on December 5, 1991., at
7:00 p.m. in the Caldwell City Council Conference Room.

MINUTES
Meeting of December 5, 1.991
Pfesent Chairman Chuck Randolph, Madeline Buckendorf, Carol Burbank, Elaine
Carpenter, Tom Ensley, and Nathelle Oates.
The December 5, 1991 meeting of the Historic Preservation Commission was called to order
in the City Hall Conference Room by Chairman Chuck Randolph at 7:00 p.m.
Minutes from the November 7 meeting of the Commission were approved as submitted.
The fust item on the agenda was the status of the 1991 grant funds. I i7 reported the
misdirection of the funds to Cambridge and that Caldwell should, hopefully, receive the
money by year end. The contract for the 1992 grant should be sent out after the first of the
year.
The second item on the agenda was discussion concerning the 1992 site selection. Chuck
confirmed that Elizabeth Eggleston, State Historian, is in agreement that 1223 Cleveland has
the best chance of National Historic Register status. This site will, therefore, be part of the
1992 historic survey. Chuck then recapped the decision making process around the ten sites
outlined in the November 7 Minutes. For the benefit of those not present at that meeting
he explained reasons for their selection, that an attempt to select a representative site from
each block or to select a house which might be in danger of being lost to the community was
made and is reflected in the sites chosen. It was the consensus of the Commission that 1016
Blaine and 1119 Blaine should be looked at again to consider rhis selection.
Nathelle inquired if the house at 4th & Blaine might be included in the L992 survey as an
alternative and it was agreed to add this to the list.
Concern was also expressed regarding 1304 Cleveland. The house is an excellent
representation of the historic period, and is virtually in its original form. Tom Ensley
observed that this could be a vital role for the Commission to try and preserve such sites.
The next item on the agenda involved future goals for the Commission for 1992.

Madeline observed that a move to encourage cultural tourism would be a positive role and
would help improve Caldwell's image. She also advised the Commission that the Oregon
Trail's Sesquicentennial happens in 1993 and we could make use of this event to promote
Caldwell. Larry Jones, a Caldwell native, has an excellent presentation which might be
offered to local civic groups, in order to raise funding for improvement of the historic sites
connected with the Oregon Trail, the iron bridge and the river crossing. Funding could also
assist in provision of improved signage concerning historic Caldwell, and in addition
purchasing bronze plaques for all Historic Register sites. Madeline will bring the
information to the January meeting.
Liz is in the process of obtaining copies of the nominations for each site and these should
be available by the February meeting.
Chuck commented that, in attempting to promote the historical significance of the iron
bridge/river crossing site, it might be constructive to ascertain property ownerships in that
area in order to ensure preservation.
Historic districts were also discussed. Nathelle commented on a visit through Yakima and
the publicity information available in restaurants. Tom Ensley suggested that lve should post
boundary markers around the borders of the historic districts, and Chuck commented that
once the entrances to the City are redesigned markers should be placed appropriately. It
was also agreed that details of a walking tour should be placed in city restaurants and the
Chamber of Commerce. A slide presentation on historic sites might also be assembled and
offered to community groups as a further incentive to provide funding and awareness of
cultural historical roots.
Before the meeting adjourned Liz distributed copies of Design Guidelines for Pocatello's
Downtown Historic District. Other cities approached have not yet sent requested
information.
The date of the next meeting would normally be January 2, l992,but in view of the previous
day holiday it was agreed to postpone the meeting until January 9, 1992.
With no further business, the meeting was adjourned at 8:15 p.m. to Thursday, January 9
at 7:00 p.m. in the City Council Conference Room.
