motion was seconded by Tom Ensley and the minutes

The first jtem of business involved an update on the second phase
survey of historic properties. Dennis reported that the
consultant had finished and submitted the i.ntensive Ievel survey
material for the four sel€cted sites. Dennis also indi.cated that
the completed phase two site survey was del ivered to the State
Historic Preservation Offjce in advance of lhe August 31st
deadl ine. Intensive level survey material , along with a
completed project overview and maps, were distributed for lhe
review of the Cornmission members. A motion to accept the
intensive level survey work vras made by Tom Ensley and seconded
by Art Honey. The motion Passed unanimously. There was some
additional discussion conc€rning the inability of the consultant
to 6ppear before the Commission, present the material and respond
to questions. Chairman Randolph recommended that, in the future,
the ability to interview a consultant should be a high priority
and made part of the contract.
The next j.tem of business involved grant applications for 199L.
After some di.scussion about possible projects, the Cornrnission
agreed that a continuation of the survey of historic properties
with a slightly different perspective was appropriate. New
concepts and themes, such as "neiqhborhood" and "corridor" were
discussed. The Commission concluded that the 1991 survey would
focus on CleveIand Boulevard, between Indiana Avenue and Tenth
Avenue, and involve a corridor study of historically significant
sltes. A phase two study from Simplot Boulevard to Tenth Avenue
could fo11ow. The consensus of the Commission was to direct
Dennis and Chairman Eandolph to begin preparing the qrant
appl ication with this objective in mind.
Additional ty, other items discussed included a status report on
lhe Comprehensive Plan update and the Depot. Chairman Randolph
concluded the meeting with comments and observations concerning:
the need for educational materials and proposals to supplement
and enhance the role and function of the Historic Preservation
Commission members. (Note: Fol lowing the meeting. Dennis
confirmed with the Grants Manager, Ann Seranson, that the State
Historic Preservation Conference wiIl be held at Coeur d' AIene
in the Sprinq of 199L. No specific date has been selected. )
