HISTORIC PRESERVATION COI{UISSION TIINUTES

The meeting $ras called to order at 7:OO p.n' in the City HalI
conference room by the Chairman, Tom Ensley. Present Here:
NathelIe Oates, Chuck Randolph, Dennis Crooks and City Counci I
representative Bob Jarboe. Absent were Art Honey, Teri Brandt
and City Councll representative Chuck Houchins.
Minutes from the Decenber 7, 19A9 neeting Here distributed.
Chairman Tom Enstey opened the meetinq by $relcominq Council
representative Bob Jarboe to the Historic Preservation Commission
and provided Councilman Jarboe $rith a sunmary of the Connission's
current hrork tasks and objectives. Chairman EnsIey then provided
an overvie!, of the listed agenda items and reminded the
Commisslon of the precise time frame agreed upon to accorlpIish
the historical survey. of i.mmediate concern Has the need to
refine and update the reguest for proposal and bid solicitation
documents. Dennis Crooks was asked to prepare a draft uPdated
request for Proposal and supplenentary bid documents Hhi.ch in
turn $rould be presented to the State Historic Preservation Office
for their review anal aPprovaI.
The next lten on the agenda was the election of officers. Chuck
Randolph, by unanimous voter was elected Chairman. It Has also
reconnended that Dennis crooks be appointed as secretary to the
Historical Comnission. Dennis rras alirected to forward that
recomnendat 1on to the Mayor for confirmation.
Next on the aqtenda Has the refinement of the volunteer survey.
There was discussion about the final 25 candidates, concerning
sone possible inadequacies in the volunteer survey. It rras the
general consensus of the Comnission that more thought and pertlaps
a more refined criteria should be considered in selecting the
final 25 survey sites. AIso, there vias a genera] sense of
frustration that many sites of significance had been left off the
list. UItimately, it vras agreed that there was not an immediate
urgency to finallze the survey list at this time. Further, it
rras recomtnended that the commission arrange for a group survey
and field trip of the entire survey area.
Addit ional dlscussion fol lowed on the developnent of bid
documents for consultants. An updated Iist of consultants was to
be obtained from the State Historlc Preservation Office. Dennis
Crooks agreeal to make contact Hith the Office and obtain an
updated list. There was also some discussion at this time
concerning the ultinate goals and objectives of the historic
survey. chalrman Randolptl identified the need to further
publicize the historic survey data and to somehow make direct
contact with residents and property owners of the specific survey
