The neeting of April 24' 1??O' was called to order in the City
Halt Counci I Conference Room by Chairnan Randolph at 7:lO p.n.
Present were?: Chairnan Chuck Randolph, Art Honey, Nathel le
oates, Sylvia Robison, Bill Gigray III, Madel ine Buckendorf, Teri
Erandt and Aennis Crooks. Also present was Ken Karsmizki €ron
Wastern History Research.
Chairnan Randalph began the neeting by welconing selected
consultant, Ken Karsnizki, from Nestern History Resaarch. Hr.
Karsnizki provided tha Connissian nembership with a sumnary and
overview of the survey project. He indicated that he had already
met with Eli2abeth Egleston of the gtate Historic Preservatian
Office and was provided with a number of valuable sourcerj La
assist with praject research. Hr. KarLnizki discussed the
concept and conponents of the reconnaissance level survey. The
use af standard €orms, overview maPs and photographs was
mentioned along with a general Purpose which is to provide
documentation that serves as a historical racord in the event
changes would ocurr to significant buildings. Nr. Karsnizki
also indicated the requirenant to parforn four ot' five intensive
level surveys on selected historic sites. He indicated intantion
to return to Catdwell tha week of Nay 7 and to complete the
reconnaissance level survey by t"lay 31, lg9o.
Chuck Randolph then discussed for the benefit of l'lt'- Karsmizki,
other possible sources of i nfornation that might assist in the
research far the proiect which included the City Library and also
the names of Lorraine Thurstont Elaine LePpe,'t and Dave Dorsey.
Some general discussion fol lowed uhich included the status o€ Lhe
Nenorial Park fountain. feri Brandi indicated she would fol low
up on that iten. The Col lege of ldaho was also discussed, in
particular, the prersanca af hiEtoric or significant sites ar
buildings with the 3 block exPansion ar€ra. Bill Gigray
recommended that the Commission survey this area on itg, oNn
accord through the use of PhotograPhs, video taPes and maPs to
docunent any historic sites of significanca. The Connission
agreed that such a project btas a nelritarious one and should be
acconp I i shed.
Bill ,igray also nentioned briefly the 43 State American flag

conprehensive pian update and the i ntent to address historic
districts as parL of the plan update. Dennis elso indicated that
the City Counci I had scheduled a HorkshoP sessian to discuss the
comprehensive plan update. The workshop session was schedu)ed
for April SOth at 7:QA p.m. in the City Counci I ConferencE! roam
and Historic Preservation Connission nenbers were invited to
aLLand.
Finai itens included distribution and appraval of the minutes
fren tha April 6, 19?O neeti ng and also recommandatian to work on
establ ishi ng an 1??O-1?91 operati ng budget for the Historic
Preservation Comnission. Teri Brandt indicated that sha would
wark with Dennis on this iten.
As there was no further business, the n€eting was adiourned
8:25 p.n. IL was the consensus of the Commission that because
the special neeting, the regularly scheduled neeting of Hay
1??Q waul d be cancelled.

Next, Chairman Randolph took the opportunity to welcome neN
Confiission member Medel ina Buckendorf. Madel ine Provided a brief
background of her experience and her strang interest in histary
and indicated she was looking €orward to wot'king on the Historic
Preser vat i a n Comn i ss i on.
