Present were: tlathelle Gt€s, Chuck Rando1Dh, Arb lloney, Sylwia Robison, Dennis Croolrs and Teri B:andt. Minutes from the September 7, 1989 meeting were distributed. Teri Brandt discussed the conrm:nity's acquisition of the historic train depot from Union Pacific Railroad. Aspects of the agreement were highlighted, such as the installation of fencing, retention of facility use approval by Union Pacific and al-so potential liability issues. Involvement by Historical Preser- vation Conmission in the use of the depot facility was encouraged. Sylvia Robison and Tom Ensley reviewed the grant applicat.ion for phase 2 of Lhe Historical Survey. A very favorable response to the City's application was received from the Idaho State Historical Society. However, there were some constructive suggestions and reconunendations contained within the response. Key items included: an acceptable research design submitted to the State Historical Society by December 3t, 1989, consideration of walking tours as a separate project,, excluslon of the Co1-lege of Idaho from the historical survey because of repetition and consideration of limiting historical survey sites to a more manageable number. Teri Brandt indicated that the Decenrber 31st deadline was not a problem and that she would fo1lor4r up on that item. Ttre Cornmissioners agreed that inclusion of the College of Idaho in the survey would be a repetitive effort, since survey work had already been completed for the campus. The survey area bor:ndary was refined and divided into guadrants. Teams were assigned to survey sites within each quadrant and to provide results of Lheir findings for the forthcoming December 7th meeting. 1. Norttrwest Quadrant - Tom and Dennis 2. Northeast Quadrant - Arthur 3. Southwest Quadrant - Teri and Nathelle 4. Southeast Quadrant - Sylvia and Chuck Guidelines for the selection of historical candidates were also discussed to include structures built between 1890-1940 and also newer buitdings, if significant. Specific criteria included: 1. historical event associated with the structure 2. architecturat/design significance of the structure 3. structure's contribution to cultural growth of the conununity 4. structure as residence of prominent citizen ,r/ ir r' HrsroRrc pRESERVATTo*t*ssroN r\fiNurEs re. Z o Dennis Crooks indicated that maps woul-d be nailed to each of the members and would also include a copy of the housing rehabilitation policy,/program which was presently being considered by the City Council.
