HISTORIC PRESERVATION COI{IVIISSION MINUTES
CALDWELL, IDAHO

The meeting was called to order at 7:AA p.m. in the City HaII
Conference Room by the Chairman, Tom Ensley. PresenL were Gregg
Lovan, Sylvia Robisonr and Art Honey. AIso attending was

Items of business discussed for informational purposes were that
the City Council has approved funding to engage John Bertram and
Planmakers to prepare design review guidelines for CaIdwelI Local
Historic District No. 1. These guidelines will be used as a tool
for the Commission and City in approving renovation plans for
buildings in the district.
The City Council has also approved a CLG grant request for a
member of the Commission to attend the Vilestern Region annualworkshop for the Historic Preservation Certification Program to
be held in San Francisco June 7-9. The tlayor has executed the
Ivlemorandum of Agreement for the City to participate.
Chairman Ensley indicated that work was progressing on
documenting material for the Local Historic District No. I and he
hoped to have a draft completed by the next meeting. It rlas
decided that the design review standards should also be drafted
and ready by the time the Planning and Zoning Commission sets apublic hearing on the district.
John Bertram was present at the meeting and the rest of the time
\das devot.ed to discussing concept. I"1r. Bertram brought a number
of slides of the downtown Caldwell area and related the proposed
historic dist.rict project to the exLerior design review process
which the Commission wiII be following in acting upon permits.
Ivlr. Bertram indicated he had met with the Planning andEngineering staff that afternoon to discuss streetscape plans andrelocation of utility lines. The ultimate goaI, he saidr is to
return character to the downtown and bring back confidence to re-
invest there. It should have the right atmosphere to be a

The enabling ordinance which establishes the powers and duties ofthe Historic Preservation Commission and outlines procedures fordesignating historic properties and districte haa the finalreading as of Mondayl April 4. The first item of business was the distribution of draft copiesof a descrlption of proposed Ca1dwell Local Historic District No.1- The draft identifies properties proposed for the rocalregister along with an architectural beslription and a briefhist,ory of the buildings. rt is virtuarly Lomplete with theexception of construction dates for about 4 buildlngs. The nextstep will be to take the proposed district to the planning andzoning commission for review and public heiring.

Ann Swanson of the State Historic Preservation office contactedthe chairman about the availabirity of grant funds to send arePresentative to a Tax Law Seminar to be held in San Franciscoon June 7, B and 9. A request for $675.qo to cover travelr hoteland meals vras forwarded to Mrs. swanson for a member of theCaldwelI Historic Preservation Commission to participate in theseminar. The city was not.ified today that the grant hras approvedand a memorandum of agreement could be executed. Local match canbe met by time involved in attending the seminar ($30.frfi/hr. for3 days = $721.{nfi). No one has been designated to attend but Tomasked the members to be thinking about who could be available.
The chairman then requested suggestions for ner., people to beappointed to the Historic Preservation Commission. A few nameswere discussed and these persons will be contacted.
The Fire Department. has received a request from the owner of theresidence at L2b4 Cleveland Boulevard to burn the house since hefeers it is in disrepair and he has no prans to continuemaintaining it as a rent,al. The house has been documented ashaving historical significancer but has not been included on t.heNat.ional Regist.er. It was decided by the Commission to determinewhat, information has been compiled on the property to see if itis adequate and to assure t,hat good phot,ographs are in existenceor are taken before the house is destroyed.
