JANUARY 7, 1988 I'leeting of
Caldwell Historic Preservation Corrnission
I'lembers Present: Chuck Hndolph, Gary ['lee, Art Honey, Ron Redmond and
Tom Ensley. Greg Lovan arrived later in the meeting.
Sylvia Robirrson was absent.

Due to the absence of the Secretary, Sylvia Robinson, there were no minutes
available of the December meeting.
l'lew member, Art Honey, was welcomed and given a brief up-date of the
Cormission'S activities over the past two months.
It was determined to delay the electlon of new officers until the next
meeting when a full membership is present.
The l'atest draft of the 0rdinance was reviewed, with the inclusion of pro-
vlsions for public hearings, as discussed at the last meeting, but it was
reported that the City Attorney has not actually reviewed this draft yet.
The Attorney recormends that the Connission proceed with the presentation to
the Council and any changes (which will probably be small) can be added by
amendment during the public hearing process.
Tom Ensley reported his meeting with the Caldwell Development Group on 1-6,
and their proposal that the Conunission present the ordinance to the Council
as informatlon only at their pre-session on,lanuary 18 at 7:00, when they
would presumably be in closed session. The 0rdinance would then be
formally recorrnended at a later date, when the Caldwell Development group
is eady to make public its project.
Ron Redmond responded that he didn't think that a closed session of the Councilis possible. It was determined that the matter would need further research.
Chuck Randolph then moved that the 0rdinance be turned back to the City
Attoraey for his final review and then held until the Caldwell Development
Group is ready to go public. The motion was seconded and unanimously approved.
Discussion continued on the urgency of completing the documentation work for the
establishnent of Historical District No. 1, to be ready to recormend to the
Council after they adopt the 0rdinance. Also discussed the need for the develop-
ment of design standards for the Design Review Conrnittee.
It was determined that Tom Ensley would call an impromptu even.tng work sessionlater in the month.
It was also decided to try meeting the first Thursday of the month, at 7:00 p.m.,ror a couple of months before the by-laws are changed.
