HomeMy WebLinkAboutHPC Sept 2 1981 minuteso a o CALDHELL HISTORIC PRESERVATION COMMISSION MEETING September 2, I98l The regular meeting of the CaldwelI Historic Preservation Cormission was held in the City Hall Chambers at 5:00 p.m. with Chairman Dr. Louie Attebery presiding and members Lorene Thurston, Dave Dorsey, Paul Evans, Jan Beckwith, Alice Dunlap and Jeannette Rice present. Pat Mallea, iiaison member from the City Council, was also present. Les Carter, other liaison member, was absent as well as members Tom Ensley, Ken Roberts, Dorothy Reynolds. Louie Attebery welcomed Jennifer Attebery as guest and new member Jeannette Rice to whom he presented a membership certificate. The minutes of the previous meeting were read and approved as read. Dr. Attebery asked the secretary to read the proposal to the I,Jhittenberger Foundation, After discussion of the estimated figures as written in the proposal and comparing them with figures as written by Paul Evans and Alice Dunlap it was decided to let the proposal stand as given since the directors of the Foundation do not require a breakdown of estimated amounts. It was the consensus of the members notes of appreciation to llilliam Walsh to be presented to the Mayor as possibl Conrni ss i on . that the Secretary be instructed to write and Roger Horton for allowing their names e persons for filling the vacancy on the Lorene Thurston said she would continue listing time-frame ideas for the Centennial . It was suggested that more concentrated work on Centennial plans be put off until we learn whether the Whittenberger Foundation had granted our reques t . After the discussion of the survey it was suggested that each concentrate on the survey so it would be more nearly finished before work began on detailed plans for the Centennial . Dr. Attebery asked Jennifer to give us some words of encouragement concerning the survey. Jennifer stated that she was able now to continue as an ex-officio member and would be able to attend the meetings. She thought the brochure was excel lent and conmented on the necessity to hire a writer. She brought us up- to-date on the status of Caldwell's nominations to the Historic Buildings. These properties include downtown Caldwell, the Miller House at l2th and Cleveland, and Strahorn Library building. She said that after the election there was a new act passed by Congress which requires owners of such properties be notified in a new way, that their wishes have to be considered. Under the new regulations not only are nominations reviewed by the Department of Interior but also by Congress, the Office of the Budget. When Caldwell's nominations reached the 0ffice of the Budget they were bounced. Caldwell's properties now are waiting for the new regulations. These would require that the letters of notification to owners be redefi ned. o a a Caldwe.ll Historic Preservation Cormission Meeting September 2, 1981 Page 2 Jennifer mentioned that Hailey and Pocatello are doing what Caldwell js doing and that she would do for Caldwell in the Spring what she is doing for them, namely: help with the local survey, technical assistance to owners, help with the tax reform act and in preparing local ordinances. A question came up concerning a file for the material on the historic buildings. Paul Evans said the file would be provided by the Mayor but at present there is nothing to put in it. It was suggested that the material from the survey be made available to the bui I di ng inspector. The chairman suggested that discussion of the ordinance be held over to the next meeti ng. The chairman thanked Pat Mallea for including the Cormission for revenue sharing money of $2000. Pat explained that the money was given out on vouchers and that bills would need to be submitted to the City. Jan Beckwith suggested that someone from the Conrnission contact people changing or remodelling buildings within a historic district. Jennifer suggested that the group make guidelines of appropriate informationfor property owners and Jan offered to help work on such guidelines. Lorene Thurston invited the members to the public showing of the Oral History Comittee's slide/tape program on the history of beginning irrigation in Caldwel I. The chairman cal led for a motion of adjournment and the meeting adjourned.
