Commission Members Present: Steve Kahn- Chairman, Greg Swanson, Vivian Ferkin,
David Carson, Al Rice, Douglas Waterman –City Attorney, Rob Oates – Airport Manager,Lisa
Austin – Airport Administrative Assistant,
Commission Members Absent: Chris Allgood (City Council Rep), Red Dory,
Guests: Toby Epler – J-U-B. Brent Orton- Public Works Director, Tammy Frans- Admin to
Public Works, Ashley Newbry- Assistant City Engineer,
Stan Siewert, Becky Aldrich, Stacey Budell, Doug Kandel,
Chairman Steve Kahn called the meeting to order at 12:00 pm.
1. Minutes of April 1, 2021 Airport Commission Meeting
Motion was made to amended item 2 - for ALL OR NONE Hangar inspections, Then
approved and seconded to accept the April 1th 2021, Minutes as amended. Motion
passed.
2. Audience Participation-
Greg Swanson officially resigned from the Caldwell Airport Commission. He
handed in an official letter stating the fact.
Stan Siewert- Stated that he can tell the airport is working on non-compliant
issues. How to file complaints with the ADO to keep hangar owners compliant.
Doug Kandle- “Predominately” meaning more than 50% Aeronautical use, is the
wording in the FAA Code of regulations.
Stacey Budell- Pointed out legal issues with her leases. Per Airport attorney,
best not to discuss legal issues here at this meeting.
Becky Aldrich- Demolition of café building. Options she was given to save or
keep her business. Rob pointed out the café building costs the taxpayers of
Caldwell more then what the renters are paying.
Brent Overton – Stated how important the Airport Café is to the city and the
airport.
Greg Swanson- Wants instructions of what the Fire Marshall will be looking for.
Brent Orton said there is a no charge web site to look up codes *up codes*
Greg Swanson- Rocks on taxi way. Suggested city fix the old sweeper on the
airport property, real bad by construction areas. Rob Oates said taxi-way’s are
swept every quarter.
Greg Swanson – Thinks we should think about long term generations being
educated about aeronautical use. Make airport kid friendly. Fenced in grass area

for kids to play and watch aircrafts.
3. Airport Improvement - Toby Epler
FAA Taxi way Lighting and Guidance Signs. Grants coming in June. Projects
should start in July or August. City will have to self-perform the place and grade
milling task for the shoulders and infield areas.
4. Review Airport Master Plan Update Progress – Rob Oates
North side of Airport business growth. Business hangars.
May not close Linden because we may not qualify for runway extension until
sometime in the future.
5. Taxiway C Upgrade plan – Brent Orton
New Taxi-way segments connecting route from gate 5 & 6 (across ends of
Dauntless & Dishman), before rehabilitation of major taxi-way A.
6. Announcements – Rob Oates
June Caldwell Airport commission meeting moved to July 1st. Moved seconded
and passed.
CTAF short survey will be in newsletter about a radio frequency for Nampa &
Caldwell
Small Grant was received from the federal government, from the COVID-19 relief
program. The airport will upgrade our large meeting room (125) at the Hubler
Terminal. It will be upgraded for better communication and video technology.
The meeting was adjourned at 1:00 pm.
