Chairman Steve Kahn called the meeting to order at 12:00 pm.
1 . Minutes of July l, 2021 Airport Commission Meeting
Motion was made to approve by Al R, second by Vivian F. for the July '1"1 2021, Minutes accepted,
2. Announcements- Rob Oates (Was on agenda as ltem 9)o We will not be recording CIA meetings per direction from City Hall.. Agenda will be changing. Direction of City Hall to include action items.. lntroduction of Carl Spredemann.
Due to Doug Waterman not being present-skipped Commission member procedures. ltems 2-3
4. Airport lmprovement Program- Toby Epler. Construction starting August 1Oth on the Northwest side, Taxiway A will be shut down.
At this time Taxiwaic will be paved. This part of Taxiway A should be reopened by September 18b.
That is when the Eastern part of Alpha will be closed for the completion of Taxiway A.
o Looking for complication date by Thanksgivingr This Tixiway A project was 100% funded by FAA. 2.8 Million. The City of Caldwell and the Public Workr
department ire funding the two (2) partials of Taxiway C. This is in full compliance standards with
the FAA, which makes them available for upkeep funding by FAA.
o City will be putting Millings on the shoulders
5. Taxiway c Segments update - Rob Oateso Removal of old lighting fixtures from A and particle C.
o City has prepared the two (2) Segments on Taxiway C at Dauntless and Dishman for
the pavement. This will complete an outer Taxiway.
. This was paid for with funds from the Federal Government due to the Covid payouts.
o Safety reasons to have this completed for 900 & 1000 block area. lf Gate 6 went down
they had no other choice except to drive on the taxiway. By adding the new segments,
they will be able to reach gate 5. Ready for Capital Paving. Waiting on fence contractors.
. Thank you to the City Crews that came and got this ready for the Airport.
o Dave C Requested that we have each taxiway designated for a direction.
. Steve K suggested that maybe have helicopters use C & wing aircraft use A.o We will revisit this issue when both taxiways are up and running.
6. Discuss Capstone RFP draft- Rob Oates. Recognize options for how design could be. What builderwould want. Al R- Any commercial
projects should have to go by the same rules as any other. Steve K-RFP consistency
for all builders
7. Action ltem Create Sub-Committee to review RFP Submissions
. Dave C- Wants picture to see how much ground we are talking about & where we might
want to build. Dave would like a park area and thinks we should go to city council for
more guidance of what direction we should go in. Wants a place for Aviation
Appreciation Day like Nampa. Both business's Cafe & Silverhawk, will be disrupted
when this happens. Suggests giving building away. Brent-City can't give away property
by law.o Brent O- Rule is I year to build and I year to complete, for a max of two (2) years for
building, Instructions come from commission. First come first serve doesn't work
anymore. We don't have enough land for that. The funds generated here are consumed
here at the airport. lt is our goal to be self-sufficient. We need to max our revenue from
the airport grounds.o Steve K- lf we are looking or an FBO why can't it be on the North side, why does it have
to be on that sight?. Vivian F- lf the new FBO is built will it be in the way of Catherine? Won't this cause moretraffic for her business? ls it her RAMP? (No, it is not her ramp) She should move her
business.. Aircrafts sifting in tie-down area that don't fly- Moving this topic to next meeting.o If we don't know what we want how can we move fonrvard? Brent o- Two (2) reasons:
Promote service & Create business, this leads the airport to be self-supportive by
utilizing our usable space wisely. The city and Airport appreciate the caf6.o Steve K -WanG an outside meeting to gather more information. Wants public opinion.
Steve and Rob will get together to find a date.
8. EUL CTAF Forum August 31st -Rob Oates. Should we apply for a new radio frequency, meeting to gather any information available.. Safety is the number '1 reason to get a new frequency. Grov(h at both Nampa and Caldwell.
9 Audience Participation (ltems Not on Agenda) {10 minutes Max}r Becky A- FAA has rules and regulations on running an FBO. Commission should look into it.. Stan S-Airport needs a next step added to the policy for help in enforcing aeronautical use. Rob-
Lisa is the first to reach out to try to correct aeronautical use. Then letter from Rob, then
letter from the lawyer with a 60 DAy notice to comply.. Greg S-Frequency change should be both Nampa and Caldwell, not just Caldwell. Rob- We only
have control over the Caldwell airport. Nampa was advised and information was shared.
