PUBLIC MEETING INFORMATION
CITY OF CALDWELL
Due to the COVID-19 pandemic, we invite interested parties to participate in public hearings either electronically or in person.
If you have a cough, fever, or are not feeling well, please contact Planning & Zoning staff to arrange participation remotely.
The City of Caldwell follows the CDC guidelines to allow for distancing in the public meeting area and provide masks/hand
sanitizer on site.
Virtual Participation Option: Register in advance to provide public comments electronically or by telephone. During the
registration process, you will be asked what item on the agenda you wish to speak about. Please use the case number as listed
within the written notice.
On-line registration must be submitted at least 24 hours in advance of the meeting. Click on the green “public meetings” button
on the center of the page. After registration, you will receive a confirmation email containing information about joining the

Written comments must be received at least eight (8) days in advance of the meeting to the Planning & Zoning Department at
P&Z@cityofcaldwell.org to be included within the staff report. All comments received after the staff report has been
transmitted will be included in the case file and provided as late exhibits at the appropriate public hearing.

I. CONSENT CALENDAR:
1) ACTION ITEM: N/A
II. OLD BUSINESS:
1) ACTION ITEM: RE-OPEN Public Hearing for specific legal correction to the conditions of approval: Case
Number SUP21-000016: SPECIAL-USE-PERMIT REQUEST FOR CANYON VILLAGE APARTMENTS,
CONSISTING OF 316 RESIDENTIAL HOUSING UNITS ON 15.44 ACRES LOCATED
APPROXIMATELY 900’ FEET FROM THE SOUTHWEST INTERSECTION OF E HOMEDALE ROAD
AND CALDWELL BOULEVARD ON PARCEL R3089900000. THE SUBJECT PROPERTY IS ZONED C-3
(SERVICE COMMERCIAL). Staff added as a condition to establish a Development Agreement. Legal later
informed staff that a Development Agreement could not be issued. Staff reworded the conditions to exclude the
Development Agreement, but conditions of the SUP21-000016 have not changed.
2) ACTION ITEM: SUB21-000040 (Continued from the February 8, 2022 Planning and Zoning Commission
Meeting): A request by Woodhaven Properties, Inc. for approval of a Preliminary Plat for Woodhaven
Subdivision, a low density residential development, consisting of four (4) residential lots on 1.28 acres located on
the northwest corner of Polk Street and N. Indiana Avenue, Caldwell, ID.
3) ACTION ITEM: ANN21-000001/PUD-21-000001 (Continued from the 5/11, 5/25,6/22,7/13, 8/24,9/28,11/9,12/7,
& 1/25/22 Hearing Examiner Meetings) : A request by Don’t Have A Clue LLC, for an Annexation, Planned Unit
Development, and a Preliminary Plat for Enclave Subdivision, a mixed use (single-family, multi-family and
commercial) development with a zoning designation of H-C (Highway Corridor) zone on parcel’s R32795 and
R32795010 containing 45.62 acres. The subject properties are located 1,500 feet west of the intersection of HWY 55
and Midway Road on the south side of Hwy 55 in Caldwell, ID.
III. NEW BUSINESS:
1) ACTION ITEM: Case Number SUP21-000012: A request by Barks and Brew for a Special Use Permit for a Dog
Park Drinkery, a place for dogs and patrons to enjoy beer/wine and coffee on 0.85 acre land plot in a M-1 (Light
Industrial) zone. The property is designated “Manufacturing & Production” in the 2040 Comprehensive Plan and is
located approximately 700 feet from the intersection of Stock Tail Road and N. 21st Avenue.

Public Information/Responsibility: For public hearing cases that are scheduled to be heard by City Hearing Bodies and are not heard on the
noticed date: The hearing body is required to provide a “date certain” for when that case will be heard (typically on the next hearing agenda
but not always). Additional notices are not required and are NOT sent to property owners or posted on the site. Please check the city’s
website for agendas and updates or contact staff for the hearing date that the particular case is to be heard.
Next Regular Hearing Examiner Meeting is on April 26 , 2022 at 7:00 p.m. in the Community Room at the Caldwell Police Station at 110
South Fifth. Any person needing special accommodations to participate in the meeting should contact the City Office at 208-455-3021 prior
