CITY OF CALDWELL
PUBLIC MEETING INFORMATION
Due to the COVID-19 pandemic, we invite interested parties to participate in public hearings either
electronically or in person. If you have a cough, fever, or are not feeling well, please contact Planning &
Zoning staff to arrange participation remotely. The City of Caldwell follows the CDC guidelines to allow for
distancing in the public meeting area and provide masks/hand sanitizer on site.
Virtual Participation Option: Register in advance to provide public comments electronically or by
telephone. During the registration process, you will be asked what item on the agenda you wish to speak
about. Please use the case number as listed within the written notice.
On-line registration must be submitted at least 24 hours in advance of the meeting. Click on the green “public
meetings” button on the center of the page. After registration, you will receive a confirmation email
containing information about joining the virtual meeting. REGISTER HERE:

Written comments must be received at least eight (8) days in advance of the meeting to the Planning & Zoning
Department at P&Z@cityofcaldwell.org to be included within the staff report. All comments received after
the staff report has been transmitted will be included in the case file and provided as late exhibits at the
appropriate public hearing.

1. Approve the minutes of the Regularly Scheduled City Council meeting held on March 21, 2022 and
the Caldwell Historic Preservation Commission meeting held on November 10, 2021;
2. Approve the Order of Decision for Case Number SUB21-000038 (Chestnut Heights Subdivision);
3. Approve the Final Plat for Case No. SUB21-000013 (Arbor Subdivision #4);
4. Approve the Final Plat for Case No. SUB21-000049 (Ferncroft Subdivision #2);;
5. Approve the Final Plat for Case No. SUB22-000004 (Mason Creek Landing Subdivision No. 4);
6. Approve request for issuance of an Alcohol Beverage License (Beer & Wine) for The Undiscovered
Barrel located at 718 Main Street;
7. Approve Resolution authorizing an amendment to the City of Caldwell Employee Handbook Section

9. Approve Resolution declaring equipment from the Airport as surplus with disposition to scrap;
10. Approve Resolution authorizing the acceptance of the bid from AME Electric in the amount of
$19,600.00 for the partial rehabilitation of Well #10;
11. Approve Resolution authorizing the execution of a Joint Exercise of Powers Agreement with Canyon
County Ambulance District (CCAD) for stationing and coordination of services;
12. Approve Resolution authorizing the execution of a Professional Services Agreement with SAFEbuilt,
LLC for inspection and plan review services on an as need basis;
13. Approve Resolution accepting the Dedication of Sewer, Water, Pressure Irrigation, Storm Drain, and
Street Light Facilities from Challenger Development, Inc. for the Cedars Subdivision Phase 2;
14. Approve Resolution accepting the Dedication of Water and Street Light Facilities from Lone Star
Lane, LLC for the LS Ranch Subdivision Phase 2;
15. Approve Resolution authorizing the execution of an amended Service Agreement with JustFOIA
Public Records Management System in the amount of $5,449.98 with cost distribution to the Utility
Billing Department, Caldwell Police Department, and the City Clerk;
16. Approve request from West Valley Medical for waiver of fees for a Special Event Permit and rental
of the Caldwell Train Depot Plaza totaling $225.00 associated with the annual walk/run event to
benefit wellness programs at the Caldwell YMCA;
17. Approve Resolution authorizing the execution of the Low/Moderate Income Clientele Public Service
Agreement with the City of Caldwell for a Community Development Block Grant COVID-19 (CDBG-
CV) Grant with Western Idaho Community Action Program (WICAP) in the amount of $50,000.00.
OLD BUSINESS:
1. ACTION ITEM: Official Oath of Office for the newly appointed Fire Chief Richard Frawley by
Mayor Wagoner.
2. ACTION ITEM: (Continued from March 21, 2022) Consider Bill No. 15 (Ordinance No. 3409)
amending Chapter 2, Article 1, Section 02-01-07 of the Caldwell City Code pertaining to the meeting
time and location of the Caldwell City Council with a request to waive the rules, pass on the first
reading, and approve the summary for publication.
NEW BUSINESS:
1. ACTION ITEM: Consider Bill No. 18 (Ordinance No. 3412) changing the official name of a portion
of right-of-way from Aviation Way to Aviation Way North with a request to waive the rules and pass
on the first reading.
2. ACTION ITEM: Consider acceptance of the Finance Report.

Next Regular City Council Meeting is on Monday, April 18, 2022 at 7:00 p.m. in the Community
Room at the Caldwell Police Station at 110 South Fifth. Any person needing special accommodations to
